Strategic CBRN/EOD Analyst

The CBRN Preparedness Program (CP2) increases the tactical, operational, and strategic capabilities of partner nations to respond to and mitigate the effects of CBRN/WMD incidents. It further supports Combatant Commands’ (CCMD) Intermediate Military Objectives and Lines of Effort focused on aiding partner nations in building capacity and capability to respond to and mitigate the effects of CBRN/WMD incidents or use. DTRA's CBRN Partner Preparedness (CP2) mission is to improve the CCMDs’ ability to provide targeted CBRN preparedness assistance to PNs before, during, and after a CBRN/WMD incident. CP2 accomplishes this using a two-pronged approach. The first approach seeks to enhance the CBRN preparedness capabilities of the PN itself, thus reducing their reliance on the U.S., and specifically the CCMD’s support. The second approach leverages the interactions with the PN and the CCMD to facilitate increased interoperability through CBRN/WMD and Explosive Ordinance Disposal (
EOD) experience. CP2 employs a number of methods to engage PNs from tactical to strategic levels, i.e., from emergency responders up through national-level planners and decision makers. These include engagements, facilitated discussions, Subject Matter Expert Exchanges, and practical exercises.

Primary duties include:


  • Accomplish other technical and administrative duties in support of the program as assigned by the contractor’s Program Manager.
  • Advise in the implementation and effectiveness of program engagement execution through participation and oversight.
  • Advise on appropriate logistical support, develop plans, and coordinate and implement solutions.
  • Advise on coordination and management support for national and international CBRN related exercise training activities.
  • Advise on process improvement to increase efficiencies and provide higher quality products to the end-user.
  • Assist in coordinating with DTRA, Defense Security Cooperation Agency (DSCA), Office of the Secretary of Defense/Policy (OSD/P), GCC, Country Team, and PN
  • Assist in execution of engagements and/or equipment delivery in partner nations as required.
  • Assist in monitoring troop-to-task and operations tempo status.
  • Assist in reviewing, processing, and posting of after-action reports (AAR) and trip reports (TR).
  • Assist in the preparation, staffing and provision of required program reports.
  • Assist in the review and maintenance of the program Event Tracker and Equipment Tracker.
  • Assist in the review and periodic updating of program standard operating procedures and other relevant guidance documents.
  • Assist in the review, tracking, and QA/QC of NDAA, Section 333 concepts and proposal submission products.
  • Advise and assist on all matters Explosive Ordinance Disposal (EOD) with a focus on Countering Weapons of Mass Destruction (CWMD) to include providing expert advice to the program and associated governmental representatives, providing assistance with designated EOD equipment, and providing feedback on established curriculum focused on EOD related operations.
  • Assist with developing or adapting web-based systems to capture/record/track planned events, outcomes, metrics and other vital data, share documents, ensure operational transparency, and enable these systems to integrate with existing DTRA tools such as SharePoint.
  • Coordinate with relevant stakeholders as needed and ensure that programmatic documentation is accurate and complete, develop plans for strategic Partner Nation (PN) engagement support requirements.
  • Provide advisory assistance in the development, review and periodic updating of course material(s) used in the execution of CP2 engagements.
  • Provide advisory assistance on on-going interagency activities in the region and how CP2 can best collaborate with complementing programs.
  • Provide pre-mission advice and assistance to support development of program submissions and plans for new country engagements.
  • Provide strategic planning support for program execution across all GCCs.
  • Standardize, track, and support the implementation of program processes and tools.
  • Track metrics for country-level execution.

Required Education and Experience:


  • High school diploma: bachelor’s degree is preferred (CBRN related course preferred).
  • Must be able to understand, review and submit reports, and work effectively with a broad range of people with a wide variety of skills and experience.
  • Must possess excellent verbal/written communication skills and turn in high quality products.
  • Five (5) years of practical experience in engagement plan development
  • Demonstrate expertise in support of the planning and execution of joint CBRN defense training at the combatant commands, component commands, Joint task forces and partner nations.
  • Advise and assist Leadership with coordination to synchronize and integrate both the Strategic and Implementation Plan with DTRA’s and Geographic Combatant Commander’s Theater Campaign Plans and other U.S. Government agencies.
  • Shall possess knowledge in the development and/or enhancement of CBRN Defense, Combating WMD, CBRN Consequence Management (CM), Defense Support of Civil Authorities (DSCA), and Medical CBRN Defense curriculum.
  • Ability to travel CONUS and OCONUS.
  • Possess and maintain a valid US Passport.
  • Maintain minimum deployment medical and dental readiness requirements.
  • Must be functional with Word (intermediate), Excel (intermediate), PowerPoint (intermediate), Outlook e-mail, and Adobe Acrobat Pro.
  • Must be able to occasionally lift equipment, material, and supplies weighing up to 40 pounds.
  • Must be able obtain and maintain a Secret clearance.
