Background:Kent, Campa and Kate Incorporated (KCK) is a federal contracting company that provides professional services to Government Agencies. We are currently seeking candidates for a full-time Management Analyst II position supporting the Foreign Service Institute. Requirements:

  • Bachelor’s degree required and minimum of 7 years relevant experience OR 4 years plus MS/MA (or higher) degree in a related field.
  • Secret Clearance required.
  • Knowledge and experience performing the following duties: process mapping, quantitative data analysis and metrics, life cycle costing, business and organizational improvement, and trend analysis.
  • Proficiency in the Microsoft Office Suite is required.
  • Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness of administrative and technical programs, along with knowledge of the mission, organization, and work processes of programs throughout a Department of State Bureau, and the relationships of administrative support activities (e.g., data processing, accounting, budget) to such missions.
  • Knowledge is applied to conduct studies, analyze findings and make recommendations related to the planning of substantive operating programs.

Working Duties (including, but not limited to):

  • As directed, plans and conducts studies for efficiency of operations of Bureau organizations ranging from single units to significant organizational entities of the Bureau, including Offices or groups of Offices overseas or otherwise geographically separated organizational entities.
  • Compares assigned functions, as indicated by official documentation, with those actually observed.
  • By means of personal interviews, on-site observation, and study of documentation, notes workload, workflow, processes, methods, turnaround time on transactions, complicating factors beyond the immediate control of the organization studied, findings of prior Departmental or outside management audits, and feedback from client organizations in order to evaluate the organizational entity’s efficiency.
  • Recommends adjustments to the scope and focus of studies based on either personal findings or management’s directions to select specific problematic organizational entities or operations or conduct broader surveys such as those to verify the adequacy of current staffing levels and competencies. 
  • Drafts reports of findings and offers recommendations for improvements in the organization’s structure, staffing level and distribution, occupational competencies, work methods, procedures, or other factors as appropriate.
  • Applies generally accepted management principles and practices, as reflected in the Departmental management guidelines and described in the technical literature on the subject, quantitative and qualitative analytical methods, and knowledge of Bureau missions, functions, and relationships within and outside the Department in order to design organizations that have clear lines of authority and accountability, facilitates the flow of information along the chain-of-command. 
  • Presents Bureau management officials with proposed organizational designs and explains their potential impact on personnel and, if approved, completes the Departmental process for establishing or revising organizations, including the composition of new and revised functional statements, organization charts, and coding.
  • As directed, participates in special studies of the administrative management aspects of sensitive situations identified by the Bureau, Department, or external audit organizations.
  • Gathers facts and analyzes results relevant to the specific issues he/she has been assigned to investigate and collaborates with other appropriate organizations in gathering and analyzing facts and data.
  • Formulates conclusions and recommendations for action and submits them for incorporation into a formal written report and oral presentations, as necessary, for various levels of management.
