Project Background:


The client works to increase whole community preparedness, reduce risk and impacts from disasters, and strengthen the resiliency of communities across the nation. Through public outreach and stakeholder engagement,  the client seeks to increase awareness of the risks associated with emergencies and disasters and move individuals, communities and organizations to action in preparing to face these risks.  Working with community-based volunteer organizations and other public and private sector entities, the client seeks to engage all sectors of a community in disaster preparedness and enhancing resilience.

Position Description:


The Program Manager will manage the full scope of the  contract. The program consists of 4 main task areas: administration, program support, outreach support, and research and analysis. The team is comprised of senior communications and preparedness SMEs, senior, mid, and junior analysts, IT professionals and researchers. The work involves all aspects of supporting the client's mission to enhance community resilience and individual preparedness, thereby reducing risk and impacts from natural and human caused disasters.

The work is fast paced and the client expects high quality, on time, no excuse delivery. You will be responsible for QA prior to client delivery, managing teams developing ad updating nationally recognized programs, ensuring the program is running efficiently and within budget. You will be the primary point of contact for the client, and support senior staff, and deliver status reports and briefings regularly.

Required Skills:


  • Minimum of ten (10) years of experience managing complex projects with medium to large teams focused on communication and outreach;
  • Bachelor’s degree or master’s degree (preferred);
  • Current PMP certification required;
  • Experience managing complex budgets and preparing program budget projections;
  • Highly organized, with experience managing online and in-person events;
  • Exceptional attention to detail;
  • Strong Knowledge of Microsoft Office Suite including, PowerPoint, Excel and Word;
  • Able to work and maintain composure in a fast paced, high pressure environment;
  • Excellent verbal communication and writing ability geared towards public outreach;

  • Desired Skills:


  • Must be able to navigate challenging office environments and be diplomatic in all interactions;
  • Experience in disaster preparedness for state, local, federal, private sector or NGO emergency management/preparedness role;
  • Familiarity with Salesforce platform;
  • Familiarity with survey methods, cognitive testing, and behavioral science;
  • Familiarity with social media platforms, virtual education, and content creation.
