Position Description:
This role will provide a strong organization change management approach that can successfully support the preparation, planning, and execution of change management from the current Federal financial system to the new system. Provide overall implementation support services to assist the Government in overseeing the full-life cycle implementation activities and provide hands-on technical and functional consulting services, advice, and support to the project team.
Role Responsibilities:
The tasks require support to ease the transition from the current legacy federal financial solution to a new integrated financial, property management, and contracting solution. The current legacy solution utilizes a variety of applications and interfaces to accomplish the required tasks whereas the new solution is more integrated and relies heavily on the standard ERP COTs product and related modules. This transition will be very impactful for the users of the legacy system and therefore the government requires support to ease that transition.
- FMD in developing and executing the Organizational Change Management (OCM) plan, which shall address changes in organizational structure, business management processes, and culture within the organization and the actions necessary to manage these changes
- Assisting the customer in developing and executing the communications plan, which includes stakeholder engagement
- Develop or revise and delivery consistently formatted Web Based Training Materials using customer provided software which can be leveraged for initial training execution and post implementation training. The web-based content should comply with, and be compatible for use in an Online Learning Center (OLC).
- Develop revise and deliver consistently formatted Training Materials (instructor guides, course outline, hands on training exercises, student guides) necessary to support training execution of the customers financial system user community, subject matter experts, and stakeholders
- Perform data entry in the training environment to support execution of hands-on training and related exercises
- Developing specific training material for classroom and e-training instruction, and conduct training classes to the user community and stakeholders prior to and during the post-implementation period for the respective assigned functional areas
Required Skills:
- Must be a U.S. citizen and able to obtain a DHS/EOD Public Trust security clearance; active DHS EOD preferred
- Bachelor’s Degree or higher
- 10+ years of experience as a Financial Functional Consultant supporting large “ERP” (SAP) financial management applications, specifically Federal Financials
- Highly experienced in Organizational Change Management (OCM) on full-lifecycle Federal financial system implementation project that is of similar size and scope
- Possess prior experiences in developing and executing OCM plan, communication plan, and training plan, and coordinating and overseeing the business process change and training activities
- Demonstrated verbal and written communication skills that are used in guiding staff, advising executive leadership, and managing multi-functional and technical collaboration efforts to attain implementation success
Highly Desired Skills:
- Possess prior experience of providing functional support to full lifecycle Federal financial system implementation project that is of similar size and scope.
- Possess strong functional knowledge and hands-on experience in each of the modules and interfaces as described in the SOW and fully understand and be an expert on the functionalities of Federal Financial systems modules, the Contract Lifecycle Management System (CLM), and related Federal business processes and the U.S. Standard General Ledger (USSGL).
