What will you do?


In this role, you are an advocate for Agile, committed to open communications and transparency to nurture high performing teams under the Scrum or Kanban framework. You believe in the power of using communication and technology to improve lives and are comfortable leading a software product team to support the digital transformation of a large Federal agency.The Senior Project Manager is well versed in managing complex technical projects. He or she will gain a clear understanding of the Product Owner(s) vision and facilitate the work of software product teams with a people-first approach and positive attitude.

Responsibilities


  • Manage all aspects of digital services client engagements, including client relationship management, solution delivery, quality management, profit and loss, and contract execution.
  • Support the definition of project scope and objectives and feel comfortable speaking about the technical approach with the Product Owner(s) and other stakeholders.
  • Ensure goals and objectives of the Product Owner(s) are achieved.  
  • As Scrum Master for project team(s), build a trusting and safe work environment by facilitating production of work through open collaboration and transparency with an emphasis on problem-solving.
  • Coach and mentor a team—identify strengths and work to improve weaknesses to help each member grow; guide team on how to effectively self-organize; lead the team through example.
  • Practice effective task management to prioritize work and meet short-turnaround deadlines while ensuring processes are followed and Bixal quality standards are met.
  • Define and implement processes to add structure, gain efficiencies, manage risk, and ensure all outputs achieve the upmost quality.
  • Anticipate problems, issues and risks; identify solutions and implement mitigation strategies with an enthusiastic and positive attitude.
  • Track project budget and provide project reporting to clients and Bixal leadership as required, which may include project achievements, risks and issues, and budget spend.
  • Engage and build relationships with both technical and non-technical stakeholders to inform project objectives amidst broader business goals.
  • Respond to all client requests in a timely manner.
  • Identify business development opportunities and support Bixal’s capture efforts to expand our presence within programs or sectors.
  • As appropriate, play an active role in new client acquisition by supporting business development initiatives to enhance and grow Bixal's business in each of the areas that it works.
  • Perform other duties or special projects as assigned.

Qualifications


  • Bachelor's degree in Business or a related discipline.
  • Ability to undergo a background investigation by the U.S. Government and meet eligibility requirements for suitability.
  • 10+ years of related work experience in relevant positions of increasing scope and responsibility, and several years leading high performing teams and directly supervising people.
  • Experience managing Federal IT projects is highly preferable, including familiarity with federal IT standards and OMB guidance, software development processes and contract requirements.
  • Demonstrated history of interfacing with cross-functional teams and senior management, as well as external clients and other stakeholders.
  • Demonstrated history of navigating issues and risks through solution identification and problem solving.
  • Familiarity with Web CMS related site development tools such as JIRA, Git, as well as virtual environments, configuration management, continuous integration, etc.
  • Exceptional management and leadership skills.
  • Strong oral and written communications skills.
  • Experience in human-centered design and Agile methodologies.
  • Acute attention to detail and excellent organization skills.
  • Strong experience and comfortability with Microsoft Office suite, including MS Project.

Nice to haves


  • Project Management Professional (PMP) or Project Management Institute Agile Certified Practitioner (PMI-ACP).
  • Certified Scrum Master (CSM) or Certified Scrum Product Owner (CSPO) certification is required.
  • A deep understanding of Drupal and experience managing web migrations into Drupal.
  • Master’s Degree in a related field.
  • Experience using Sharepoint and virtual collaboration tools such as Miro and JIRA.
