Program Associate, Philippines Representative Office

Scope:


CIPE is seeking a program associate for the Asia Regional Office in the Philippines. This position is responsible for providing programmatic, administrative, and research support for a portfolio of projects in the country and the region. The ideal candidate will be able to handle multiple detail-oriented tasks with limited supervision, have a demonstrable interest in sustainable and inclusive economic development and democratic reform in the Philippines and Asia-Pacific, and work well as part of a diverse, fast-paced team and within a dynamic international organization. S/He should be enthusiastic about the role the private sector plays in international development and democratic governance.

Responsibilities:


Program and Grant Administration and Implementation


  • Work with the Senior Program Officer and regional staff to coordinate program management deliverables such as preparing, writing, compiling, and processing narrative and financial reports, proposals, grants, contracts, and budgets, and other documents as needed for program development and management. This includes:
  • Supporting data collection and documentation practices.
  • Assisting active project partners to ensure high quality deliverables, including financial and narrative reports.
  • Monitoring grantee, contractors, and consultants’ performance to ensure quality control in full compliance with procurement policies, financial reporting requirements, and evaluation plans.
  • Assist in managing team budgets and oversee various project budgets.
  • Assist with the execution of program plans by tracking and monitoring program budget spending and expenses in accordance with established expectations and timelines.
  • Conduct background research as needed.
  • Correspond with field personnel, partners, consultants, and other stakeholders to coordinate project implementation.
  • Collaborate with departments across the organization to achieve programmatic goals.
  • Track political and economic developments in assigned portfolio of countries.
  • Manage or contribute to CIPE communications efforts which may include assisting with website content updates, managing social media accounts, writing blogs, and drafting promotional materials, in collaboration with the CIPE Philippines Office and Communications department when appropriate.
  • In coordination with leadership, support planning and executing events, including writing announcements and invitations, coordinating guests, publicizing on social media, and acting as primary tech support during run of show. 
  • Recruit, onboard, and manage seasonal interns, including assigning and managing day-to-day tasks and professional development opportunities.
  • Contribute to an organizational culture of innovation, integrity, and high performance.

Administrative and Logistical Support


  • Provide backstopping support for an assigned portfolio of projects in the Philippines and Asia and the Pacific.
  • Work in close collaboration with the Philippines program and operations staff, and other CIPE departments, to ensure successful processing of payment requests, travel expense reports, documents for signature.
  • Coordinate and support international and local travel arrangements, conferences, events, and meeting logistics in coordination with field office program officers and field office finance and operations manager.

Qualifications


  • ​​​​Bachelor’s degree in one of the following or equivalent fields: International Relations, Business Administration, Economics, Development Studies, Political Science, or Public Policy. Advanced or master’s degree is highly desirable.
  • At least two years of program support experience, gained from working with nonprofit organizations, business associations, chambers of commerce or multilateral organizations.
  • Professional proficiency in written and spoken English and Filipino.
  • Excellent interpersonal, coordination, and communication skills. 
  • Superb writing, research, and analytical abilities.
  • Ability to take initiative, prioritize and manage multiple, detail-oriented tasks simultaneously with limited supervision.
  • Strong computer skills, proficiency in MS-Office, specifically Word, Excel, and Outlook.
  • Knowledge of and interest in economic and political affairs the Philippines and Asian region
  • Strong understanding of domestic politics and foreign policy on the Philippines and Asia-Pacific
  • Interest and experience in democratic governance, economic development in the Philippines and Asian region.
  • Demonstrated strong critical thinking and analytical skills.
  • Strong financial acumen and ability to develop and monitor project budgets.
  • Ability to work in a diverse team environment, across time zones and hybrid setting.
  • Knowledge in using digital/communications platforms such as but not limited to Adobe Photoshop, Canva, Mailchimp, etc. Strong sense of initiative and ability to self-manage and prioritize work.
  • Strong computer skills, specifically working with MS-Office, especially Word, Excel, and Outlook, as well as Adobe products, Kix, and Google drive.
  • Flexibility to collaborate with a diverse team or work independently and deliver consistent, reliable results.
  • High regard for culture of competence and contribution to organization-wide culture of innovation, integrity, inclusion, and respect.
