Under the USAID Bosnia and Herzegovina (BiH) Monitoring, Evaluation and Learning (MEL) Activity, USAID has requested support for a broad range of program management, evaluation, and collaborating, learning, and adaptation (CLA) services that will support the achievement of USAID’s development objectives in four key areas: civic engagement, governance and accountability, social cohesion, and private sector growth. The purpose of this activity is to elevate Mission MEL systems and capacity for accountability and adaptation across the Mission portfolio to the next level and thereby maximize development impact. Making Cents International is recruiting a Chief of Party to lead the BiH MEL Activity.
This position is contingent upon winning a contract award.
Role and Tasks
The Chief of Party will be responsible for the strategic vision, technical leadership, and overall management of the MEL Activity. They must work collaboratively with USAID Mission staff and implementing partners (IPs) to provide fast, flexible, robust, and rigorous MEL and CLA services, and related support.The Chief of Party will be responsible for the following tasks:
- Liaising with relevant USAID and IP staff to develop strong relationships in support of the MEL Activity.
- Providing technical and managerial leadership to the Activity.
- Developing and executing the Activity work plan and MEL plan.
- Establishing and implementing systems to ensure technical excellence and timeliness of all deliverables.
- Ensuring compliance with all USG regulations and home office operating procedures.
- Working closely with home office and subcontractor staff to ensure effective operations.
- Supervising directly the Deputy Chief of Party/Senior Monitoring, Evaluation, and Learning Specialist, the Senior CLA Specialist, and the Activity administrative staff, and providing indirect supervision of all Activity staff and consultants.
- Mentoring staff and creating a collaborative and learning-oriented team culture across tasks.
Work Schedule
This position is a full-time position (40 hours per week) based in Sarajevo with occasional travel to other sites outside Sarajevo as needed.
Required Qualifications
- Experience living and working in Bosnia and Herzegovina or the region. Resident of Bosnia and Herzegovina preferred.
- PhD with at least 8 years of experience, Master's degree with at least 12 years of experience, or Bachelor's degree with at least 15 years of experience.
- Excellent communications skills in Bosnian and English.
- At least five years of senior management and supervisory experience.
- Demonstrated experience managing complex activities coordinating the work of multiple teams for a shared objective.
- Demonstrated experience fostering excellent client relationships with donors/clients.
- Excellent understanding of monitoring, evaluation, and learning approaches, methods, and quality assurance processes. Experience with the USAID Program Cycle a significant asset. Prior experience with USAID MEL preferred.
- Excellent understanding of collaborating, learning, and adapting approaches, methods, and processes.
- Experience implementing CLA a significant asset.
