Location
This role will be based in Vientiane, Laos. You must be legally authorized to work in Laos.
What will you do?
Bixal seeks a Senior Evaluation Specialist for an anticipated monitoring, evaluation and learning (MEL) contract for USAID/Laos. The Senior Evaluation Specialist will provide technical oversight on various evaluation deliverables and support such technical work as reviewing reporting methods, conducting evaluability assessments, evaluation synthesis, carrying out training, designing reporting tools, and advising project teams on the evaluation work. The individual will design, oversee, recruit for, and participate in evaluations and assessments throughout the life of the contract.
They will ensure the short-term technical experts and evaluation team members recruited under this contract are of a high caliber and conduct quality assurance on all evaluation deliverables. They are equally comfortable with both qualitative and quantitative methodologies and USAID evaluation policy. Important Note:This position is contingent upon contract award.
Responsibilities
- Oversee, recruit for, and participate in evaluations, analyses, and assessments throughout the life of the activity, including scope of work development, data collection, design of methodologies and protocols, data analysis and reporting writing.
- Contribute substantially to the design and field testing of evaluation methodologies, data collection protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract.
- Support the design, development, and completion of assessments, analytical reports, and evaluations by conducting quality assurance on all deliverables.
- Serve as the Team Lead on select studies and evaluations and supervise Team Leads on all other studies.
- Oversee mid-level Assessment and Evaluation Specialists and consultants who participate on assessment and evaluation teams.
- Participate in client events and forums to positively represent the organization and develop and maintain relationships with the industry.
- As appropriate, play an active role in new client acquisition by supporting business development initiatives to enhance and grow Bixal's business in each of the areas that it works.
- Perform other duties or special projects as assigned.
Qualifications
- Master’s degree in in relevant field
- At least 10 years of experience in monitoring, evaluation, and management consulting in international development programs
- Demonstrated experience designing and managing MEL systems for development projects, preferably for USAID
- Thorough technical knowledge of performance and impact evaluation planning and design, methodologies, and practical applications, including baseline data collection methodologies, and management/dissemination of evaluations
- Strong quantitative and qualitative data analysis skills and experience in a variety of evaluation approaches, including participatory methods
- Expert writing and verbal communication skills
- Experience working in Laos, and demonstrated knowledge and understanding of the economic, ecological, social, cultural, and political characteristics of the Laotian context and development dynamics
- Evidence of an open and learning-oriented management style
- Professional written and spoken English
Preferred Qualifications
- Technical sector expertise in one of the USAID Laos portfolio sectors, such as Economic Growth, Governance, or Health.
