Brief Description
The role of the Program Manager (PgM) is to plan, execute, and finalize large-scale projects including Training development according to strict deadlines and within budget. This includes acquiring resources and coordinating the efforts of team members to deliver projects according to plan. The Program Manager is also responsible for the growth of the Program by meeting specific organic and new business requirements.The Program Manager will supervise Project Analysts, Instructional Designers, and additional team members as necessary.
The Program is responsible for a baseline of activities that are considered to be tablestakes: documenting the client landscape (the project, client company, and client point of contact areas, partners, key stakeholders, etc.) to identify where Carney can provide additional value to the client..Developing people within the PgMs program will be one of the most important tasks. The PgM will serve as a mentor, coach, and leader to the various program employees, who in turn will become the future talent to lead Carney. The PgM will proactively implement best practices for project management across all teams using metrics and data analysis to forecast and track the achievement of milestones, budgets, burn rates, quality of deliverables, risk assessment, management scope, and people development.Support business development activity and respond to RFPs (scoping, identifying requirements, writing, etc.); suggest strategies, technical approaches, and solutions for proposals; write technical approach sections of selected proposals as requiredProvide technical management and consultation to project teams to include:
- Risk assessment and mitigation
- Project oversight of technical resources
- Support the corporate efforts in forging strategic partnerships with clients, partners, and vendors through technical consultation, and the development and packaging of marketable solutions
- Track milestones and timelines across projects and work with managers and leads to identify workflow, people, and financial resource allocations
- Analyze and resolve issues that have the potential to jeopardize performance and/or ability to meet agreed-upon deliverables
- Develop consistent metrics for measuring project success and team performance
- Meet financial objections for delivery of products and services
Minimum Requirements
- Active Project Management Professional (PMP) certification or Program Management Professional (PgMP) certification
- Current Secret Clearance
- Minimum five (5) years of relevant managerial experience
- Minimum of two (2) years of experience managing the development of training program
- Bachelors Degree
- Able to translate technical requirements to marketing and non-technical partners
- Able to build strong, resilient relationships with clients and be viewed as a partner
- Ability to gather and interpret data as a tool for decision making
- Passion about the Company’s mission and able to promote and communicate the philosophy, mission, and values of Carney to external and internal stakeholders
