Under the USAID Bosnia and Herzegovina (BiH) Monitoring, Evaluation and Learning (MEL) Activity, USAID has requested support for a broad range of program management, evaluation, and collaborating, learning, and adaptation (CLA) services that will support the achievement of USAID’s development objectives in four key areas: civic engagement, governance and accountability, social cohesion, and private sector growth. The purpose of this activity is to elevate Mission MEL systems and capacity for accountability and adaptation across the Mission portfolio to the next level and thereby maximize development impact.
Making Cents International is recruiting a Senior Performance Management Specialist to support the USAID Mission in managing and reporting on performance at the Mission and individual activity levels, including supporting data quality standards and developing appropriate indicators as needed.

This position is contingent upon winning a contract award.


Role and Tasks


The Senior Performance Management Specialist will be responsible for leading all technical assistance related to performance management, including the Mission Performance Management Plan; activity MEL plans; and data quality assessments. They must work collaboratively with USAID/BiH’s Program Office and other Mission staff to provide fast, flexible, robust, and rigorous performance management support.The Senior Performance Management Specialist will be responsible for the following tasks:

  • Liaising with relevant USAID and IP staff to develop strong relationships in support of performance management activities.
  • Supporting the Mission in the development and revision of the Mission Performance Management Plan (including indicators, targets, and data collection methods).
  • Supporting the Mission in conducting reviews of its Performance Management Plan.
  • Collecting and analyzing performance management, contextual, and other data in support of the Mission Performance Management Plan and other reporting requirements and, when appropriate, activity MEL plan baselines.
  • Reviewing activity MEL plans, as needed.
  • Facilitating data quality assessments.
  • Supporting the Mission in compiling annual performance reports.
  • Drafting semiannual contextual monitoring bulletins.
  • Analyzing IP-submitted data for deficiencies and inconsistencies.
  • Supervising and guiding the Data Management, Analysis, and Visualization Manager.

Work Schedule


This position is a full-time position (40 hours per week) based in Sarajevo with occasional travel to other sites outside Sarajevo as needed.

Required Qualifications


  • Resident of Bosnia and Herzegovina.
  • Excellent written and verbal communication skills in Bosnia and English, including with diverse stakeholders and partners.
  • At least 8 years of experience in performance management on international donor-funded projects, ideally USAID.
  • Experience with data quality management in complex organizational settings, ideally USAID-funded activities.
  • Experience developing and assessing indicators, targets, and data collection methods, ideally for USAID-funded activities.
  • Experience with data visualization, facilitation, and other methods to help people and teams understand and use data.

Preferred Qualifications


  • Experience with developing and delivering training using adult learner methodologies on performance management topics preferred.
  • Experience with gender or other social inclusion issues preferred.
