Position:  Grants and Contracts ManagerReports to: Director, Grants and ContractsScope: This is a full-time, exempt Washington, D.C. based position, responsible for providing grants and contracts management, and technical support to CIPE programs.  This includes managing awards through the total grant cycle (pre-award to post-award), monitoring sub-recipients, interpreting grant regulations and contracts, collaborating with Program customers on grant budget and expenditure management, and providing guidance on a continuous basis to ensure compliance with grant regulations and contract obligations.Responsibilities Include:

  • Providing management oversight and technical assistance for all matters relating to grants, contracts, and sub-agreements for CIPE projects.
  • Maintaining extensive knowledge of federal regulations, including the Uniform Guidance, and familiarity with the FAR.
  • Reviewing sub-awards, contracts, and modifications, to ensure the appropriate donor requirements and flow-down language are incorporated, procurement procedures are documented, and budgeted costs are allowable and reasonable.
  • Providing guidance and technical support to CIPE’s program teams regarding grants and contracts agreement terms and conditions.
  • Assisting CIPE project teams with negotiating grants, contracts and sub-awards.
  • Regularly meeting with Program teams to review spending, budgets and forecasts to ensure required program activities are adequately funded and spending does not exceed budgetary constraints.
  • Working closely with CIPE project teams and the Senior Grants and Contracts Manager to identify grants and contracts management needs.
  • Collaborating with the Finance and Legal departments to ensure accuracy and compliance with rules and regulations.
  • Assisting the Senior Grants and Contracts Manager in developing and maintaining policies and procedures to effectively manage grants and contracts and comply with donor requirements.
  • Oversee sub-award management, including, but not limited to assessing the risk level for sub-awards and determining the appropriate monitoring requirements.
  • Maintaining accurate documentation to support grants and contracts related activities and ensuring adherence with donor and audit requirements.
  • Assisting with the proposal and project development process.  This includes reviewing incoming and outgoing proposals and providing recommendations to program teams.
  • Preparing donor reports and billing, as requested. 
  • Assisting the Senior Grants and Contracts Manager with project closeouts.
  • Assisting project teams with monitoring project deadlines and deliverables
  • Generating and disseminating periodic reports on the status of grants, contracts, and sub-agreements.
  • Developing and managing special projects as assigned.

Required Qualifications:

  • Bachelor’s degree in a relevant discipline
  • A minimum of 5 years grants management and negotiation experience with federal and/or private funders
  • Extensive knowledge of rules and regulations for grants and cooperative agreements including 2 CFR 200
  • Ability to creatively problem solve while maintaining compliance with donor requirements
  • Good interpersonal skills and ability to work with staff at all levels of the organization
  • Excellent project management skills and ability to manage multiple assignments
  • Understanding of financial management terms and procedures
  • Effective listening and oral communication skills
  • Strong organizational, interpersonal, and communication skills.
  • Must be willing to travel domestically and internationally as required by project activities.
  • Demonstrated strong critical thinking and analytical skills
  • Excellent English writing and verbal skills including demonstrated writing, proofreading, and research skills.
  • Ability to work in a team environment
  • Good financial acumen
  • Attention to detail and ability to handle multiple tasks in a fast-paced environment with limited supervision
  • Ability to work independently with minimum supervision
  • Demonstrated ability to develop, manage and supervise junior staff and Interns
  • Strong IT Skills in MS Office, specifically MS Word, Excel, Access, and PowerPoint
