Under the USAID/Georgia Collaborating, Capacity, Learning, and Adapting (CCLA) Activity, USAID has requested support for a broad range of data generation and synthesis, collaborating, learning, and adaptation (CLA), capacity strengthening, and organizational development services that will support the achievement of USAID’s development objectives. The purpose of this activity is to enable data-driven decision-making; institutional capacity development; and evidence-based CLA within and amongst USAID/Georgia and its implementing and strategic partners to improve program management and development impact in Georgia.
This position is contingent upon winning a contract award.
Role and Tasks
Making Cents International is recruiting a Director of Operations to support the day-to-day management of this activity. The Director of Operations will be responsible for overseeing operations work within the project, supporting project management of technical work, and fostering collaboration across the CCLA Activity. The Director of Operations will be responsible for the following tasks:
- Oversee all aspects of operational and financial management, including task workflow and deliverable schedule management, financial and budget management, consultant recruitment and management, logistics, and office management.
- Oversee award management with partners, in collaboration with the Chief of Party and headquarters team members.
- Establish, maintain, and support other staff in understanding and implementing relevant operational systems, with an eye towards promoting proactive collaboration across technical and operational workstreams.
- Ensure project compliance with USAID procedures, rules, and regulations.
- Liaise with relevant partners in support of project activities.
- Supervise and guide the work of a three-person operations team and actively engage with headquarters team members as needed.
Work Schedule
This position is a full-time position (40 hours per week) based in Tbilisi, Georgia with occasional travel to other sites outside Tbilisi as needed.
Required Qualifications
- Bachelor’s degree with at least 10 years of experience, Master’s degree with at least 8 years of experience, or PhD with at least 5 years of experience.
- At least four years of experience in a supervisory capacity.
- Excellent English and Georgian written and verbal communication skills, including with diverse partners and stakeholders.
- Resident of Georgia.
- Experience with adaptive project management, including tracking tasks and deliverables across multiple teams and workstreams.
- Demonstrated expertise supporting and mentoring other staff members or partners in project management in technical and operational work.
- Led or supported operational management of a USAID-funded project or organization, including finance, procurement, logistics, and/or office management.
Preferred Qualifications
- Familiarity with monitoring, evaluation, and learning and capacity strengthening.
- Experience with social inclusion issues.
