What will you do?
Bixal is seeking a Senior Collaborating, Learning and Adapting (CLA) Specialist for a five-year monitoring, evaluation, and learning (MEL) contract for USAID in Southeast Asia. This role will ideally be based in Thailand. The ideal candidate is a learning expert with experience using data, reports, and people’s experience to support adaptive management that improve project efficiency and effectiveness. The Sr. CLA Specialist will provide guidance, technical leadership and technical oversight for teams supporting CLA assignments for USAID and their partners.
The Sr. CLA Specialist will provide expert level support and advice on how projects could work together more effectively and how to better use data to learn and ultimately adapt programming.
Important note
This is a full-time proposal position contingent on contract award.
Responsibilities
- Work closely with MEL Specialists to deliver high quality and innovative CLA services, applying state-of-the-art organizational learning methods.
- Lead and manage the technical work related to learning and adaptive management and provide senior level technical and managerial support on projects, such as learning events, workshops, training, analysis, or other tasks as required.
- Facilitate learning agenda development and lead tasks to institutionalize cross-sectoral, cross-Mission collaboration, and learning activities for both internal and external audiences.
- Coordinate CLA capacity building/training activities for Mission staff, implementing partners (IPs), and other Mission stakeholders, including supporting activity design, curriculum and materials development, and facilitation.
- Establish, build, and maintain collaborative relationships with stakeholders relevant to the learning needs of USAID including IPs and other stakeholders.
- Assist with troubleshooting and problem-solving as needed, including delivering services to the client when required.
Qualifications
- Bachelor’s degree in social sciences or relevant field
- Minimum 7 years of experience, including experience in learning, adaptive management, and knowledge management for international development programs.
- Experience working on USAID-funded projects focused on providing MEL/CLA support.
- Experience with CDCS development and portfolio reviews preferred
- Excellent trainer and facilitator with deep experience in a variety of capacity building approaches, adult education, and curriculum design.
- Strong familiarity with USAID’s Evaluation Policy and related guidance on MEL and CLA approaches.
- Demonstrated ability to effectively interact with civil society and private sector, host country government counterparts, and other IPs in developing countries.
- Experience working in or on programs in Burma preferred.
- Professional written and spoken English.
- Superior organizational skills and attention to detail.
- Ability to work as part of a cross-cultural team with a high degree of sensitivity and cultural competence.
