What will you do?
Bixal has an exciting opportunity for a Release Train Engineer (RTE) to support a federal client in the implementation and maturation of a Scaled Agile Framework (SAFe) Agile Release Train (ART). This ART provides valuable insight into data from Medicaid and the Children’s Health Insurance Program (CHIP). The RTE is a servant leader for the ART, bringing a deep understanding of how to scale SAFe and Agile Scrum methodologies and coach teams to a high level of excellence in delivery. As an RTE, you will be integral in supporting teams to implement Agile frameworks, adapt SAFe practices to context, improve and mature processes, and facilitate Scrum teams.
You are a strong negotiator and are adept at managing up: supporting and building trust with clients, strengthening partnerships and team collaboration, monitoring velocity, and articulating limits. You also excel at supporting product owners, coaching teams, removing blockers, and ensuring consistency and quality in delivery. You are an adept problem solver, an excellent communicator and facilitator, and are skilled at resolving conflicts.
Responsibilities:
- Evangelize SAFe and Agile Scrum methodologies and mindsets, assessing teams’ implementation of best practices and coaching to ensure excellence in delivery. Serve as a resource and guide the team to mature their processes.
- Develop a deep understanding of the project, the client, and the broader ecosystem and tailor SAFe methodologies to adapt to the needs of the context and client.
- Drive improvement through leveraging available tools and implementing a customized approach to Jira practices that is standardized across all teams, including ART and sprint reporting, ticket documentation, story pointing and monitoring of velocity.
- Guide the teams on the importance of creating, assigning, and capturing business value/business objectives, and rating them pre- and post- Program Increment (PI).
- Proactively track risks in PI planning and Scrum of Scrums, raising risks and ensuring that the teams and client are working together to mitigate.
- Orchestrate the creation of roadmaps, ensuring high confidence in plans, ability to deliver, while ensuring consistency and quality in delivery.
- Ensure all artifacts and stakeholders are ready for each sprint planning, demo, and retro session.
- Escalate impediments, manage risk, help ensure high value delivery, and drive improvement.
- Provide stakeholders with ART tracking statistics on a sprint-by-sprint basis.
- Manage ceremonies and ensure all members are confident with their workload and have clear direction and prioritization on tasks.
- Build a supportive, trusting work environment with an emphasis on problem-solving.
- Provide leadership to manage team members, track dates of outputs and outcomes, and prioritize activities based on user stories and tasks.
- Foster continuous improvement by gathering feedback, presenting insights, and using data to identify improvement opportunities.
- Know and practice a variety of retrospective, estimation, grooming and facilitation techniques.
- Support communications on different stages of strategy release and development.
- Participate in an RTE Community of Practice with the federal agency.
- Prioritize work and meet deadlines while maintaining focus on quality and ensuring processes are followed and Bixal quality standards are met.
- Perform other duties or special projects as assigned.
Qualifications:
- BA or BS or equivalent experience.
- 3+ years of experience using Agile frameworks (SAFe and Scrum or Kanban,) on enterprise-level application development projects.
- SAFe RTE and Certified Scrum Master (CSM) certifications.
- 10+ years of experience as a Project Manager managing large, complex projects in an environment with multi-functional teams and a proven track record of successfully using Agile principles and frameworks.
- Proven record of successfully using SAFe Agile principles and frameworks with project management tools such as Atlassian (Jira, Confluence).
- Effective interpersonal skills, including coaching, collaborating, and team building.
- High level of emotional intelligence (EQ), demonstrated by a strong ability to navigate relationships and emotions with social- and self-awareness.
- Strong analytical, planning, and organizational skills with an ability to manage competing demands.
- Excellent oral and written communication skills and experience interacting with both business and IT individuals at all levels, including the executive level.
- Creative approach to problem-solving and conflict resolution, with the ability to focus on details while maintaining the “big picture” view.
- Must be eligible for a public trust security clearance.
