Dynamis is seeking a
Workforce Planning Specialist a minimum of
5 years of experience and Bachelor's degree. The Workforce Planning Specialist acts as a subject matter expert conducting full scope of workforce planning and analytics activities including data analytics, workforce trend analysis, forecasting and supply/demand gap analysis to inform workforce strategies. This position is responsible for providing input into short and long-term workforce planning processes using business data and workforce metrics and identifying areas of process improvement, gathering and analyzing workload-related data, developing analytical models, forecasting workforce requirements, and coordinating workforce planning activities across the organization.
The incumbent empowers and supports key partners and stakeholders to leverage data insights into decision-making by enabling the use of specific data and technologies. The Specialist also engages with business leaders in ensuring accurate workforce-related decisions as well as will assist in the development, updates, and execution of human capital plans.
Responsibilities:
- Collects, validates, and analyzes workforce-related data from across the organization. Works directly with stakeholders and data owners across the Authority to perform workforce-planning related data gathering and analytics and ensure data consistency and validity.
- Conducts the full scope of workforce supply, demand, and gap analyses. Identifies and forecasts changes in workforce requirements to meet changing mission priorities and demands.
- Conducts workload analysis and modelling, to include workforce forecasting based on current workload drivers as well as anticipated programmatic changes. Develops innovative analytical models and updates existing models, to include but not limited to:
- Updating the Work Breakdown Structure (WBS) models, an Excel-based tool to track, monitor, and analyze task-based activities across the organization, and to develop staffing business cases. Examples of updates include changes in activities due to fluctuating staffing levels, changes in organizational priorities, process changes, and levels of effort.
- Performing top-down staffing analysis models that identify staffing needs and requirements based on a broad range of performance metrics.
- Conducts periodic current workforce assessments (composition, demographics, staffing levels, skills/competencies) to identify trends and patterns.
- Engages cross-functional stakeholders to identify and prioritize workforce gaps, identify workforce planning strategies to address workforce gap root causes, and develop and implement workforce action plans.
- Monitors and analyzes internal and external industry trends; conducts periodic benchmarking with industry leaders and peer agencies to gather and analyze solutions and business best practices.
- Develops and maintains short and long-term workforce plans based on data-driven workforce supply and demand models, optimized gap-closing actions, and key success measures.
- Coordinates the strategic workforce planning activities across the organization, providing a wide range of workforce planning support to enable agency leadership and stakeholders to make informed and strategic decisions about the workforce and drive targeted talent management solutions.
- Develops and maintains reports, dashboards, visualizations, and graphics to supply stakeholders with understandable information.
Requirements:
- U.S. citizenship
- Ability to obtain ICE Suitability
- A Bachelor’s degree in Human Resources, Business, Social Science, Public Administration, Computer Science, Mathematics, Statistics, Operations Research, or a related field.
- Five years of data analytics or data mining, forecasting, and working predictive data modeling. Must include two (2) years of experience in workforce planning including the development of or the maintaining staffing and workload models and forecasting workforce requirements. The position requires specialized knowledge of workforce planning analysis, modelling, and forecasting, as well as advanced use of software applications.
Preferred:
- A Master’s degree in Human Resources, Business, Social Science, Public Administration, Computer Science, Mathematics, Statistics, Operations Research, or a related field.
