The goals of this activity are to strengthen pharmaceutical sector resilience, increase pharmaceutical sector governance transparency and ensure that the essential medicines system is increasingly patient-centered.DutiesThe technical lead will
- Provide strategic guidance, vision, and management for successful MEL and SI of this Program in keeping with the principles of collaboration, learning, and adaptation (CLA)
- Lead in the development, implementation, and revision of the MEL and SI Plan
- Oversee all MEL and SI activities, provide technical direction and support, ensure the accurate and compelling reporting of results
- Supervise a team of MEL and SI focused staff on this program to ensure the strategic and functional integration of all MEL activities as well as actively collaborate with sub-awardees and USAID.
- Provide oversight of all MEL, CLA, and SI systems training and utilization, quality control for MEL Plan indicators, data, reporting, and lead technical implementation from a MEL,CLA, and SI perspective.
- Lead in the analysis of collected data to assess how the program is performing against its indicators.
- Maintain compliance with USAID’s policies and procedures, ensuring that standard operating procedures and work instructions are implemented
- Provide timely and accurate inputs to monthly, quarterly, and annual technical reports as required
- Perform other duties and responsibilities as required
Responsibilities:
- Provide technical oversight of project implementation of their technical area
- Liaise with national and subnational level ministry, health care facility, and other staff to understand needs and shape reform direction, project implementation and recommendations
- represent projects to external stakeholders
- Present and attend conferences.
Minimum Qualifications
- At least 8 years of experience in the monitoring, evaluation and learning of supply chain or public health programs.
- Demonstrated familiarity with USAID programming.
- Proven experience implementing complex health interventions in a decentralized, mixed health system.
- At least 3 years of senior field management experience demonstrating professional interaction with senior U.S. and foreign government officials.
- Prior experience evaluating pilot models for results and scalability.
- Demonstrated adaptability and flexibility in adjusting M&E plans due to evolving situations.
- Advanced degree in medicine, nursing, mental health, public health, health policy, or related fields.
- Fluency in English oral and written communication. Fluency in Ukrainian and Russian is preferred but not required.
- Master’s degree in a relevant field
Preferred Experience
- Experience in Ukraine, former Soviet Countries, or in the Eastern European region.This position is contingent upon contract award.
