JOB TITLE:
Property Monitor
CLIENT: DISA Enterprise Logistics Division (MP3)
SUMMARY:
ICS will be providing integrated support services to the DISA Enterprise Logistics Division (MP3) in support of the Agency’s mission. Our purpose is to establish and provide support to their daily operations which will include functional, technical, and management support for MP3’s four (4) branches:
Warehouse Management Branch: Responsible for receiving, storing, and distributing equipment annually. Distributes supplies, program and administrative property, lifecycle replacement, and asset disposition, mail management operations for organizations at DISA, Fort Meade, and the National Capital Region.Property Management Branch: Provides asset management oversight, accountability and establishes and implements core competencies for standardized operations, personnel, and training throughout the DISA Enterprise.Policy & Compliance Branch: Develops and enforces property management compliance to enhance logistical readiness and asset management annual reconciliation rate throughout the Agency. It increases awareness of external and internal regulations, instructions, and provide management tools to standardize processes and assess operations.Industrial Property Management Branch: Ensures effective equipment and effective property accountability and management policies, systems, and staff to ensure business processes are developed and implemented.ESSENTIAL DUTIES AND RESPONSIBILITIES:
To perform this job successfully, the Property Monitor must be able to perform each of the essential duties and responsibilities listed in a satisfactory manner:
- Provide coverage of both Lab level 2 & 3 front desks so that the two locations are open 100% during lab operating hours and to support transactions during high traffic periods of property to avoid congestion at lab points of entry.
- Create an SOP that complies with DoDI 8500.01 Cybersecurity, and DoDI 8510.01 RMF.
- Complete a Standard Form (SF) 702 Security Container Check Sheet used to officially record the opening and closing of the outer laboratory doors on the labs.
- File and maintain a paper copy of SF 702s.
- Complete lab opening and closing procedures at each Lab Level 2 and 3 locations.
- Secure the testbed and notify JITC Lab Management in the event of an emergency.
- Process turnover upon opening or closing with Trusted Agents only with the express approval from JITC Lab Management.
- Check the alarm lights on SCIF rooms L3F11A, L3D57, L3E55, & L3E57.
- Verify 100% movement of equipment entering and exiting the labs through the government provided Equipment Movement Form and report discrepancies to JITC Lab Managers as necessary.
- Check DPAS to ensure legitimacy of the property custodian and that the items are properly recorded in DPAS for all accountable assets.
- Maintain a digital copy and file of each processed Equipment Movement Form; Maintain searchable spreadsheet of all accountable assets processed and verified from Equipment Movement Forms.
- Travel may be required to support MP3 branches in Ft. Meade, MD, Arlington, VA, and Chambersburg, PA.
Requirements
QUALIFICATIONS:
The requirements identified below are representative of the knowledge, skills and/or abilities required to satisfactorily meet the expectations of this job:
- Knowledge of Department of Defense (DoD) 5000.64.
- Trained in DISA specific processes.
- Knowledge of and Trained in Defense Property Accountability System (DPAS) or equivalent supply system.
- Trained in Standardized Incident Reporting.
- Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
- Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions.
- Give full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times.
- Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
- Determine causes of operating errors and deciding what to do about it.
- Understand the implications of new information for both current and future problem-solving and decision-making.

- Must be able to operate a Personal Computer (PC) with a functional knowledge of Microsoft Office applications (primarily Microsoft Word, Excel, Outlook, Power Point, and Windows graphical user interface) and Data/web-based systems required for task area performing work.
- Must be able to work under stressful conditions and be physically able to demonstrate the training/support tasks to standard.
- Must have the appropriate qualifications, certification, and/or license under the requirements for the task area being performed under this contract prior to commencement of work.
EDUCATION and/or EXPERIENCE:
- A minimum of two (2) years of relative experience working in a Federal warehouse.
- Forklift Operator Certification highly preferred.
- OSHA Safety trained.
CLEARANCE:
Individual shall possess an active Secret security clearance.
LANGUAGE SKILLS:
Must be able to speak, read, write, and understand English. Ability to read, comprehend and explain instructions, letters, memos, emails, and correspondence from inside the organization as well as from external sources. Ability to effectively respond, communicate and present information to senior management, contracting officials, clients, and other employees in the organization.
REASONING ABILITY:
Ability to organize work, define and solve problems, establish, and manage priorities, collect data, establish facts, and draw valid conclusions based on facts. Project Manager participates in prioritization of work and decision-making on allocation of resources.
