based position. This position is responsible for overseeing and guiding grants and contracts management and technical support to CIPE programs.  This includes overseeing the management of awards through the total grant cycle (pre-award to post-award), monitoring sub-recipients, identifying potential compliance issues and collaborating with the Legal team to interpret and resolve, t and providing guidance on a continuous basis to ensure compliance with grant and contract terms. The Director will lead the Grants team and will work closely with program teams and liaise with funders and other stakeholders, as needed.Responsibilities Include:

  • Training and leading a global team of Grants Managers.
  • Providing management oversight and technical assistance in grant and contract management, including but not limited to, compliance with funder requirements, sub-award management, and partner monitoring, maintaining extensive, and up to date, knowledge of federal regulations, including 2 CFR 200 (the Uniform Guidance for Federal Awards), and familiarity with the FAR.
  • Assisting with the proposal and project development process including reviewing incoming and outgoing proposals and providing recommendations to program teams and negotiating funding agreements.
  • Overseeing program audits.
  • Analyzing procedures and processes to increase efficiencies of grant/contracts related workflows.
  • Developing and executing grants/contract management training programs.
  • Overseeing the preparation of funder reports and invoices prepared by the Grants Managers.
  • Collaborating with teams across the organization to identify and implement compliance relate process improvements.
  • Reviewing sub-awards, contracts, and modifications, to ensure the appropriate donor requirements and flow-down language are incorporated, procurement procedures are documented, and budgeted costs are allowable and reasonable.
  • Providing guidance and technical support to CIPE’s program teams regarding grants and contracts agreement terms and conditions in consultation and coordination with the Legal team.
  • Reviewing quarterly budget to actual analysis with the Program Teams.
  • Assisting CIPE project teams with negotiating grants, contracts, and sub-awards.
  • Developing and maintaining procedures to effectively manage grants and contracts and comply with funder requirements. Develop and maintain policies in collaboration with Legal, program, and other functional teams.
  • Overseeing travel management program.
  • Overseeing sub-award management, including, but not limited to assessing the risk level for sub-awards and determining the appropriate monitoring requirements.
  • Maintaining accurate documentation to support grants and contracts related activities and ensuring adherence with funder and audit requirements.
  • Providing guidance to project teams with monitoring project deadlines and deliverables.

Required Qualifications and Experience:

  • Bachelor’s degree in a relevant discipline is required.
  • A minimum of 8+ years grants management and negotiation experience with a diverse portfolio of federal and/or private funders.
  • Extensive knowledge of rules and regulations for grants and cooperative agreements including 2 CFR 200.
  • Ability to creatively problem solve while maintaining compliance with donor requirements.
  • Good interpersonal skills and ability to work with staff at all levels of the organization and across the organization.
  • Excellent project management skills and ability to manage multiple assignments.
  • Understanding of financial management terms and procedures.
  • Effective listening and oral communication skills.
  • Strong organizational, interpersonal, and communication skills.
  • Must be able and willing to travel domestically and internationally as required by project activities.
  • Demonstrated strong critical thinking and analytical skills.
  • Excellent English writing and verbal skills including demonstrated writing, proofreading, and research skills.
  • Ability to work in a team environment and ability to work independently with minimum supervision.
  • Good financial acumen.
  • Attention to detail and ability to handle multiple tasks in a fast-paced environment.
  • Demonstrated ability to develop, manage and supervise staff of all levels of tenure.
  • Strong IT Skills in MS Office, specifically MS Word, Excel, PowerBI, and PowerPoint.
