The goals of this activity strengthen pharmaceutical sector resilience, increase pharmaceutical sector governance transparency and ensure that the essential medicines system is increasingly patient-centered.DutiesThe Deputy Chief of Party (DCOP) will support the COP managing day-to-day activity operations, including the project's administration, logistics, procurement, budgeting and financial accounting (which may include cash flow management, timesheet recording and daily monitoring of obligations, budgets, and expenditures).
Ensures that activity implementation is in accordance with USAID regulations and procedures and the specifications determined in the Scope of Work (SOW), which may include monitoring grantee worthiness; assuring fair and transparent procurement processes; reviewing financial management; and monitoring activity implementation. The DCOP will serve as Acting COP in the absence of the COP. Other duties as assigned. This position will be based in Kyiv, Ukraine.Responsibilities
- Work closely with and provide direct support to the COP;
- Manage and maintain the project’s financial, operational, and contract systems and processes, ensuring compliance with USAID requirements;
- Provide activity management leadership from activity start-up through implementation and completion;
- Oversee staff management and quality assurance.Minimum Qualifications
- At least 10 years of experience in international development, including experience managing finance and operations for similar multi-million-dollar projects.
- Demonstrated familiarity with Federal Acquisition Regulation (FAR), Automated Directives Systems (ADS), and other operational guidance including human resources, financial management, financial reporting, and procurement processes, systems, and grants management.
- Proven experience leading start-up/close-out, and procurement for multi-country, USAID-funded programs.
- At least 7 years of senior field management experience demonstrating professional interaction with senior U.S. and foreign government officials.
- University degree in management, international development, economics, or business administration or a related field required, Advanced degree preferred.
- Fluency in English and/or Ukrainian oral and written communication.Preferred Experience
- 5 years implementing similar, complex health reform programs
- Experience in Ukraine, former Soviet Countries, or in the Eastern European region.
- Fluency in Ukrainian or Russian oral and written communication.
