Under the USAID/Georgia Collaborating, Capacity, Learning, and Adapting (CCLA) Activity, USAID has requested support for a broad range of data generation and synthesis, collaborating, learning, and adaptation (CLA), capacity strengthening, and organizational development services that will support the achievement of USAID’s development objectives. The purpose of this activity is to enable data-driven decision-making; institutional capacity development; and evidence-based CLA within and amongst USAID/Georgia and its implementing and strategic partners to improve program management and development impact in Georgia. 

This position is contingent upon winning a contract award. 


Role and Tasks 


Making Cents International is recruiting a Senior CLA Advisor to collaborate with USAID Mission and implementing partner staff to apply the available learning tools and processes and ensure that learning supports continuous program improvement.  The Senior CLA Advisor will be responsible for fostering a culture of collaborating, learning, and adapting within the Mission and within Activity teams. They must work collaboratively with USAID Mission staff and implementing partners to provide responsive, flexible, and rigorous CLA support.  The Senior CLA Advisor will be responsible for the following tasks: Conduct CLA Maturity Matrix Assessments, as needed.  

  • Support the development, implementation, and monitoring of the Country Development and Cooperation Strategy (CDCS) and annual CLA agenda/learning plans. 
  • Facilitate strategic planning and learning events (e.g., CDCS planning, mid-course stock-taking events, portfolio reviews, Mission workshops, after-action reviews, pause and reflects, consultations) at different levels of programming and with different sets of internal and external USAID partners.  
  • Develop and implement, in collaboration with other team members, dissemination, learning and use plans for all evaluation, study, or research activity conducted under the CCLA Activity. 
  • Liaise with relevant USAID and implementing partner staff to develop strong relationships in support of CLA activities.  
  • Supervise and guide the work of the Knowledge Management Specialist and (as needed) support interns as part of a Young Development Professionals program.   

Work Schedule 


This position is a full-time position (40 hours per week) based in Tbilisi, Georgia with occasional travel to other sites outside Tbilisi as needed.    

Required Qualifications 


  •  Bachelor’s degree with at least 10 years of experience, Master’s degree with at least 8 years of experience, or PhD with at least 5 years of experience. 
  • At least two years of experience in a leadership and supervisory capacity.  
  • Excellent English and Georgian written and verbal communication skills, including with diverse partners and stakeholders. 
  • Experience living and working in Georgia or the region. Resident of Georgia preferred. 
  • Experience developing and managing CLA/learning agendas, learning events (including design and facilitation), and event reporting. 
  • Understanding of problem-driven iterative adaptation. 
  • Demonstrated effectiveness in an advisory capacity, including working with and mentoring other team members. 
  • Experience with data visualization, facilitation, and other methods to help people and teams understand and use data. 
  • Experience with international donor-funded projects, ideally USAID. 

Preferred Qualifications  


  • Familiarity with monitoring, evaluation, and learning and human and institutional capacity development strongly preferred. 
  • Prior experience with capacity strengthening and/or organizational development preferred, including adult learning methodologies. 
  • Experience with change management in complex organizational settings, including an ability to build internal and external relationships towards mutual goals. 
  • Experience with social inclusion issues.
