The Lead Instructional Systems Designer (LISD) manages and supports the design, development, and sustainment of current Transition Assistance Program (TAP) courses, including but not limited to VA Benefits and Services (BAS), Women’s Health Transition Training (WHTT), Military Life Cycle (MLC) modules, and/or train-the-trainer (T3) courses designed for course facilitators.
Under the supervision of a Training & Development Manager (TDM), the LISD manages a small team of ISDs and has overall responsibility for the end-to-end creation and maintenance of synchronous Instructor-led (ILT), virtual-Instructor-led (vILT), and/or asynchronous web-based training (WBT) courses for transitioning Service members, Veterans, and their families about the benefits and services available from VA. This includes but is not limited to: (a) initial project planning and milestone tracking; (b) analysis; (c) high-level course design and course design document; (d) course development. In partnership with the TDM, the LISD leads the overall effort, coordinates resources, ensures alignment of information and learning objectives and validates that their team’s products meet and exceed the high standards set forth by CATHEXIS and VA.
Responsibilities:
- Lead single or multi-modal (ILT, vILT, WBT) curriculum development projects from start to finish, including direct supervision of up to three Instructional Systems Designers (ISDs)
- Lead and/or support comprehensive curricular analyses to ensure courses remain current and adhere to adult learning principles, including alignment of content, learning objectives, engagement, and activities
- Present technical and comprehensive updates of existing course content and materials to internal and/or client stakeholders
- Support the design and development of new Section 508 compliant instruction and training materials packages, including but not limited to slide presentations, classroom activities, worksheets/handouts, job aids, facilitator and participant guides and SCORM packages
- Ensure alignment of enabling and terminal learning objectives, knowledge checks, and intermediate activities across all modalities for a consistent product
- Lead and/or support the triage and dissemination of curricular inputs (e.g., SME and other stakeholder inputs, changes in policy) for cross-modality implementation, including coordination with other LISDs or TDMs for inputs that are applicable to other curricular products
- Assist in the facilitation of orderly handoffs of materials to internal and external stakeholders (508 compliance, graphic design, tech editing, etc) to facilitate on-time and accurate delivery
- Track and drive project progress, including early identification of risks and associated mitigation strategies
- Attend client meetings as needed and present relevant updates in a factual, concise manner
- Conduct research and make recommendations on the continuing improvement of educational best practices, instructional resources, technologies, and multimedia hardware/software
- Assist in all curriculum design and development tasks as schedule allows (up to 50% depending on team)
- Manage and develop the team, including setting clear expectations, providing feedback, identifying opportunities for growth, and providing recognition for contributions and collaboration beyond expected job responsibilities
Requirements:
- Bachelor’s degree (BA/BS) required
- Master’s degree (MA/MS) strongly preferred
- Minimum 5 years’ experience providing instructional design expertise
- Minimum 3 years’ experience as a supervisor in the curriculum development space, preferably of a team of ISDs
- Minimum 3 years’ experience creating adult-learning content for a government contract or in a corporate environment
- Minimum 3 years’ experience leading curriculum development projects of medium duration and longer (3 months and longer)
- Government contracting experience
- DoD and VA experience as a contractor or otherwise (highly desired)
- Former military experience (highly desired)
- Able to obtain a minimum of NACI (National Agency Check with Inquiries) for a Veterans Affairs Public Trust Clearance

- Working knowledge in the use of asynchronous authoring tools, such as Articulate Storyline 360, and associated instructional design theory.
- Working knowledge in the development of synchronous virtual learning (vILT) training materials within vILT platforms, such as Adobe Connect and Microsoft Teams
- Experience in quality deliverable production and action tracking
