The Senior Investment Officer will provide onsite and remote federal program leadership.RESPONSIBILITIES:

  • Perform or lead a team performing the credit analysis of new loan guarantee applications, including detailed credit analysis, financial modeling, credit assessments, and risk analysis associated with projects
  • Determine whether projects should continue through initial screening and enter due diligence and full underwriting
  • Conduct a thorough and complete analysis before presentation to the origination team
  • Prepare the necessary documents required through the financial, technical, and environmental review process
  • Ensure that pertinent issues are highlighted and brought to the attention of the Client
  • Work closely with clients in determining if the sponsored projects are ready for full-scale commercialization and the initiation of full due diligence and underwriting
  • Prepare presentations and project status dashboards for senior management highlighting the status of the loan guarantee program's current portfolio.
  • Has responsibility for complex, sensitive, or precedent setting transactions, ensuring that these transactions conform to guidelines and appropriate legislation
  • Provide recommendations on project origination are based on an analysis of the technical, economic, legal, marketing, political, and financial feasibility of the projects
  • Provide recommendations on major areas of uncertainty in approach, methodology, or interpretation and evaluation processes that result from such elements as continuing changes in the program, technological developments, or conflicting requirements

Requirements

  • Minimum of US Citizenship required to obtain client-issued Public Trust
  • Expert level knowledge of Federal and private sector credit market, investment analysis, and loan administration practices and agreements with lending institutions
  • Technical knowledge of emerging renewable, clean fossil, and nuclear energy technologies, including solar, geothermal, clean fossil, nuclear, biomass, wind, and hydropower technologies
  • Expert level knowledge of federal loan guarantee programs under the provisions of the Federal Credit Reform Act of 1992
  • Knowledge of financing concepts, principles, techniques, and practices, and investment and commercial banking, especially as they relate to project financing
  • Knowledge of legal documentation necessary to affect a wide variety of financing vehicles
  • Ability to identify, analyze, and evaluate complex finance projects, including debt and equity transactions and to analyze very complex and sensitive financial and economic data
  • Detailed knowledge of renewable energy, macroeconomics, investments, banking, capital markets, international business, financial planning and management, large and small business project financing
  • Ability to lead financial projects and coordinate the work of other professional employees
  • Knowledge of carbon dioxide capture and storage methods and technologies
  • Ability to develop or finance common carrier transportation infrastructure or associated equipment, including pipeline, shipping, and rail
  • Ability to originate new techniques, establish criteria, or develop new information
  • Excellent written and oral communication skills
  • Excellent attention to detail, and an understanding of fundamental business writing
  • Expertise in Microsoft Office Products (i.e., Word, Excel, PowerPoint, and Outlook)

EDUCATION: Bachelor’s Degree
