Under the USAID Bosnia and Herzegovina (BiH) Monitoring, Evaluation and Learning (MEL) Activity, USAID has requested support for a broad range of program management, evaluation, and collaborating, learning, and adaptation (CLA) services that will support the achievement of USAID’s development objectives in four key areas: civic engagement, governance and accountability, social cohesion, and private sector growth. The purpose of this activity is to elevate Mission MEL systems and capacity for accountability and adaptation across the Mission portfolio to the next level and thereby maximize development impact.
Making Cents International is recruiting a Deputy Chief of Party (DCOP)/Senior Monitoring & Evaluation Specialist to collaborate with USAID Mission and implementing partner staff to design and conduct evaluations, surveys, assessments, and special studies as requested by the Mission. As part of the wider BiH MEL Activity, the results of these evaluations and studies will inform reporting, adaptation, and strategy development.
This position is contingent upon winning a contract award.
Role and Tasks
The DCOP/Senior Monitoring & Evaluation Specialist will be responsible for leading the design and implementation of evaluations, surveys, assessments, and special studies and guiding and directing performance management activities. They must work collaboratively with USAID Mission staff and implementing partners (IPs) to provide fast, flexible, robust and fast, flexible, robust, and rigorous MEL and CLA services, and related support.The DCOP/Senior Monitoring & Evaluation Specialist will be responsible for the following tasks:
- Liaising with relevant USAID and IP staff to develop strong relationships in support of MEL and CLA activities.
- Providing technical leadership for M&E activities.
- Developing scopes of work and methodologies that are rigorous, meaningful, efficient, and utilization-focused for performance and impact evaluations, quantitative studies, surveys, assessments, and other research, in collaboration with USAID and in coordination with IPs and stakeholders, as needed.
- Overseeing and managing performance and impact evaluations, quantitative studies, surveys, assessments, and other research, and research teams and subcontractors.
- Collaborating with the Senior CLA Specialist to develop and implement dissemination, learning, and use plans for each evaluation, survey, assessment, and study conducted under the BiH MEL Activity.
- Supervising and guiding the work of the Senior Performance Management Specialist and Evaluation, Assessment, Survey, and Research Specialist.
Work Schedule
This position is a full-time position (40 hours per week) based in Sarajevo with occasional travel to other sites outside Sarajevo as needed.
Required Qualifications
- Resident of Bosnia and Herzegovina.
- PhD with at least 8 years of experience, Master's degree with at least 12 years of experience, or Bachelor's degree with at least 15 years of experience.
- Excellent written and verbal communications skills in Bosnian and English.
- Experience leading evaluation, survey, assessment, and other research teams, conducting analyses, and writing reports in English, ideally for USAID-funded activities.
- Experience designing and managing performance and impact evaluations, surveys, assessments, and other research, including quality assurance processes.
- Experience with quantitative and qualitative data analysis and data analysis software.
- Experience with international donor-funded projects, ideally USAID.
- Experience with gender or other social inclusion issues preferred.
