The goals of this activity are to strengthen pharmaceutical sector resilience, increase pharmaceutical sector governance transparency and ensure that the essential medicines system is increasingly patient-centered.DutiesThe Chief of Party (COP) will provide management oversight of the activity and act as the primary point of contact with USAID about day-to-day implementation and management matters relating to the contract.
The COP must also have overall responsibility for assuring that all assistance provided under the contract is technically sound and appropriate for the needs to be addressed. The COP is also responsible for facilitating communication and close coordination with all stakeholders of the activity. This position will be based in Kyiv, Ukraine. Responsibilities
- Provide vision and overall leadership to activity operations;
- Serve as the primary point of contact with USAID on day-to-day activity implementation and management issues;
- Serve as the primary point of contact with key Ukrainian stakeholders, including counterparts in relevant Ministries, Agencies, and non-governmental/civil society/community-based organizations;
- Lead work planning and oversee all activity management systems including finance and administration, human resources;
- Supervise senior staff, including hiring and mentoring local staff;
- Supervise the work of all personnel assigned to tasks under the activity;
- Drive the achievement of activity results by ensuring the provision of timely, relevant, high-quality services;
- Facilitate a collaborative relationship between and among implementing partners and clients;
- Ensure USAID compliance and integrity of activity operations.
- Ensure timely, accurate, and user-friendly reporting on the progress and status of all services provided under the activity. Minimum Qualifications
- At least ten (10) years of demonstrated relevant experience within an international development context, and a demonstrated ability to create and maintain effective working relations with international organizations; US Government agencies; and NGO partners, private sector partners, and host country governments (including senior government officials) in low- and middle-income countries;
- Minimum of five (5) years of demonstrated senior-level leadership experience (e.g. Chief of Party, Project Director, Principle Investigator, Deputy Director) for health care programs of similar magnitude and complexity; and
- At least 5 years of experience as a senior field management experience demonstrating professional interaction with senior U.S. and foreign government officials.
- Master’s degree in public health, health policy, management, international development, or business administration or a related field required.
- Fluency in English oral and written communication.Preferred Experience
- Experience in Ukraine, former Soviet Countries, or in the Eastern European region.
- Fluency in Ukrainian or Russian oral and written communication.This position is contingent upon contract award.
