Location
The work location will be the consultant’s home base and will require brief in-person work in Tallinn, Estonia.
What Will You Do?
Bixal is seeking a monitoring, evaluation, and learning (MEL) specialist interested in working on a short term, international technical assignment to evaluate a public financial management (PFM) technical assistance program. The MEL specialist will support the evaluation team as a team member and will be an expert in the local financial and political context of Estonia and will have experience working in the financial sector. Primary responsibilities include participating in interviews, setting appointments for field work, collecting relevant local documentation and reports, producing high-quality field notes for interviews, managing the transcription and translation of interview data, and supporting the analysis and report writing for evaluation reports as assigned by the evaluation team leader. Responsibilities
- Be solution oriented, problem-solving, and a great person to work with on an assignment.
- Collaborate on the design and execution of monitoring, evaluation or learning activities as per the scope of work assigned.
- Collaborate on the development of the work plan, inception report, facilitation guide or evaluation design as required.
- Work on-the ground in Madagascar to set appointments for field work with finance agency staff and advisors.
- Participate in data collection and the production of field notes for interviews in English.
- Work as a solution-oriented team member.
- Collaborate on the development of presentations to disseminate findings and conclusions to a wide audience, including high-level forums.
Qualifications
- Bachelor’s degree or master’s Degree in the social sciences or a related field.
- At least 5 years of practical experience conducting monitoring assignments, evaluations or learning activities.
- Experience conducting evaluations in Estonia.
- Advanced or expert-level proficiency in qualitative methodologies and evaluation approaches.
- Fluency in English and Estonian, along with strong written communication skills.
- Superior intercultural skills and political sensitivity.
- Experience with qualitative coding and analysis.
- Demonstrated experience collaborating with intercultural evaluation teams.
- Robust organizational skills to manage or collaborate with evaluation teams.
- Strong attention to detail.
- Ability to follow through on tasks in a fast-changing environment.
- Willingness to learn from team members, coach and be coached as appropriate.
- Familiarity with computer assisted qualitative and quantitative data analysis software such as Atlas.ti, NVivo, or MAXQDA.
