The Regional Health Safety and Environment (HSE) Manager manages the day-to-day execution of the health and safety program for the company’s regional business unit and its employees. Is accountable for creating and maintaining a safety culture consistent with the Vortex Values and Habits.
This position is responsible for planning, preparing, organizing, implementing, and executing the Vortex Health and Safety Program (HASP) as well as assigned administrative and performance requirements while fully integrating with the regional business unit to support the safe production of quality work for the Southeast and Florida regions. 75% regional travel required. This is primarily a field-based position.EDUCATION & EXPERIENCE:
- A combination of equivalent work experience, training in the field, and/or Occupational Safety and Health certificate programs through the OSHA Training Institutes or other national recognized safety training organization (whether certificates or degree programs), and professional certifications.
- Five or more years applied work experience (or equivalent) in municipal or industrial construction required, with five or more years' experience (or equivalent) in construction safety management at the jobsite level.
- Competent personal training or experience in Fall Protection, Confined Space, gas detection equipment, respiratory equipment/requirements and general PPE.
- Computer literacy (Microsoft Office, Outlook, Internet, etc.) required. Component in HSE management system preferred.
- Current OSHA 500 and BCSP certifications are a plus.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
- In cooperation HSE Director and Safety Team help drive HSE strategy that supports corporate HSE and strategic goals.
- Demonstrate expert knowledge and ensure compliance with applicable regulations and standards related to HSE throughout Vortex Facilities and Operations.

- Stay up to date on changes in state and federal safety regulations.
- Visit job sites to monitor all activities and conduct welfare checks plus safety observations.
- Provide guidance and direction to all personnel.
- Document findings and observations. Communicate these findings to site and business unit leadership.
- Ensuring corrective actions are implemented with the help of HR to prevent accidents or injuries.
- Perform equipment and vehicle inspections when appropriate.
- HSE Training
- Work with HR/Fleet/Ops to ensure the proper new employee onboarding protocols are followed.
- Ensure employees are trained per VORTEX, Federal/state regulatory, and Site-Specific standards.
- Assist, supervise, and coordinate training programs to promote a safe and proactive culture.
- Enroll employees in required online safety courses.
- Coordinate and schedule Respiratory Fit and Physical evaluations when applicable.
- Record management of all training.
- Project/Client Specific
- Supply of safety-related equipment to crews as requested or needed.
- Provides HSE support and advice, including preparation of STA/JSA, permits and checklists.
- Coordination and supply of project-specific safety equipment and PPE needs within the region.
- Assist Operations in their dealings with clients and project specific HSE needs/issues.
- Liaison between client and Vortex on HSE matters whenever
- Case Management of Workplace Incidents
- Assist in care for non-life-threatening workplace injuries within the region.
- Coordinate and schedule Occupational Health Clinic visits for workplace injuries.
- Coordinate and schedule RTW/Functional Capacity Evaluations through occupational health clinics.
- Coordinate the timely completion of incident reports.
- Conducts/Assists in post-accident investigation and prepares reports identifying possible accident causes and hazards.
- Recommend corrective actions to HR & Operations to prevent future re-occurrence of incidents.
- Maintains a regular attendance of the company health, safety, and environment team on company jobsites.
