Job Description


The Vice President of Growth for our Federal business unit is pivotal in propelling our rapidly expanding small business into the realm of large-scale enterprises. Leveraging our stellar track record and robust existing contracts, this role demands a visionary leader who will strategically drive business development, deepen relationships with key federal stakeholders, and identify lucrative opportunities within the government sector. With a hands-on approach to team leadership and an expert understanding of federal procurement and compliance, the VP of Growth will ensure our business not only meets its ambitious growth targets but also sets new benchmarks in the industry, effectively transitioning us from a small to a large business. Some of the key responsibilities you will have in this role include but not limited to: Strategy Development: 

  • Develop and implement growth strategies tailored to the federal market. 
  • Identify and capitalize on new business opportunities within federal government departments and agencies. 

Market Analysis: 

  • Conduct detailed market research to understand the needs, trends, and competitive landscape in the federal sector. 
  • Research and understand budget trends and priorities of target federal clients. 
  • Use insights to refine and adapt growth strategies effectively. 

Business Development: 

  • Lead and expand business development activities, including networking, partnerships, and bid proposal activities. 
  • Engage with senior stakeholders in the federal government to build relationships and secure contracts. 
  • Build a strong pipeline to develop diversification across accounts and growth in existing accounts.  
  • Lead the business development and capture teams on activities including but not limited to prospecting and qualifying new business to drive Oteemo’s market share.  
  • Continually refine and improve business development and proposal practices for Oteemo. 

Capture Management:


  • Lead all capture efforts for Oteemo leveraging Shipley principles. 
  • Coordinate and recommend additional capture resources when needed 
  • Interface with primes’ capture management teams when performing as a sub. 
  • Support proposal activities to include writing, color team reviews, and pricing.

Team Leadership and Management: 

  • Build, manage, and mentor a team focused on federal sales, marketing, and customer relations. 
  • Ensure team alignment with the overall strategic goals of the organization. 
  • Collaborate closely with operations and delivery teams in capture and proposal cycles. 

Performance Metrics: 

  • Define key performance indicators (KPIs) related to growth and ensure they are met or exceeded. 
  • Monitor and report on the performance of the federal unit to senior executives.

Compliance and Risk Management: 

  • Ensure all business activities comply with federal regulations and standards. 
  • Oversee risk management processes related to federal contracts and engagements. 

Innovation and Adaptation: 

  • Foster innovation to meet the specific needs of federal clients, including compliance with security and data protection standards. 
  • Adapt business practices and solutions to the evolving requirements of federal clients. 

Qualifications


  • Experience: Extensive experience in business development, preferably in the Federal DoD IT sector or similar environments; experience with SBIR and STTR processes; experience with the Shipley process; demonstrated success in building a qualified pipeline valued over $150M; direct experience running capture on both quick turn-around task orders and larger single award opportunities valued up to $100M. Experience with transformation of a small business into a large business.  

  • Education: A degree in business, management, or a related field; advanced degrees like an MBA will be preferred. 

  • Skills: Strong leadership and communication skills, strategic thinking, proficiency in managing large teams and projects, and a deep understanding of federal procurement processes and regulations. 

  • Network: Established relationships within the federal government that can be leveraged for business opportunities. 

  • Adaptability: Ability to adapt strategies in response to changes in federal policies and budget priorities.  

  • Visionary Leadership: Ability to envision and drive growth, inspiring the team towards achieving business goals. 

  • Leading by Example: Ability to perform as an individual contributor when needed and getting the job done while leading the team. 

  • Citizenship and Clearance: US Citizenship with willingness to be cleared up to Top Secret level.
