Description:
The basic function of the Contractor Supervisor within the MPE process is to ensure maintenance work is executed by third party contract services in most effective way as possible. Within this function, this Supervisor must ensure effective execution of both planned and unplanned work, with third party contractors not already being supervised or dedicated to a specific job.
Key Responsibilities Include:
- Responsible for outside maintenance contractors who come to the La Porte site to perform work, either planned or unplanned. They can be on regular contracts or through one-off PO’s. Resident contractors are excluded from this responsibility as they report to the maintenance supervisors.
- For special project work or program related initiatives (i.e. CUI), the contractor supervisor is responsible for the contractors involved. It can involve scaffold builders, welders, mechanics, I&E, etc.
- Issue In-Plant notice form prior to outside maintenance contractor coming on site for planned work.
- Ensure every outside maintenance contractor coming on site has all the training and credentials required to perform the work
- Conduct pre-job safety meetings
- Set expectations and monitor safety performance from outside maintenance contractors
- Conduct periodic performance evaluations and keep the ISNetWorld system up to date with outside maintenance contractor information
- Keep aware of outside maintenance contract resource availability week to week for planned work and report schedule intention to Scheduler and others, as needed.
- Respond to Emergency/Priority 1 work (requiring outside maintenance contract services) as directed by PMC, excluded supplement resources lead by maintenance supervisors.
- Walk down jobs with outside maintenance contractors and create planned job packages, as needed.
- For job packages planned by planners, review those packages and provide feedback to Planners, as needed.
- Create purchasing documents in order to procure outside maintenance contractor services, for unplanned work.
- Adjust daily assignments for outside maintenance contract workers as needed to achieve daily maintenance schedule.
- Provide daily work status and work with Scheduler, in order to update daily schedule.
- Oversee the work of the outside maintenance contract service providers, supervising the execution of work in the field, planned or unplanned.
- Serve as the primary point of contact for what is happening with the work being executed during the normal workweek
- Review completed jobs in the field to ensure all work is complete. Where possible ensure execution data is captured, including time, materials used, delays, etc.
- Ensure adequate housekeeping is achieved after job completion
- Participate in the How Did It Go (HDIG) meetings and discuss the execution of scheduled contractor work (and deviations thereof) with Operations Shift Supervisor
- Approve outside maintenance contractor time sheets
- Where necessary, ensure SESs are created for any maintenance contractor work or support entry in SAP, as needed.
- Review execution reports presented by outside maintenance contractors to validate work was performed according to scope
- Receive, sign and control regular inspection reports or certificates for PM work executed by external vendors, ensuring the document control team files them.
Requirements:
- Ability to plan, monitor and execute multiple projects
- High School diploma, GED or equivalent
- 5+ years of manufacturing with some construction management experience
- Demonstrated entrepreneurial tendencies acting as a business owner for his/her area of responsibility
- Strong / principled leader
- Demonstrated experience holding contractors accountable to schedule, cost, and quality
- Demonstrated leadership, interpersonal, communication, and teambuilding skills
- Interpersonal skills to effectively lead, influence, and do work across organizational boundaries which include maintenance, operations, capital, and contractors.
Preferred Skills:
- Previous plant experience in polyolefin manufacturing, preferably in Spheripol or Unipol polypropylene technology
