WHO WE ARE LOOKING FOR:

The Fors Marsh Program Evaluation and Policy Analysis (PEPA) practice is seeking a Resilience Program Manager to lead programmatic, outreach, research, and management consulting efforts for a large team providing support to FEMA clients. The objective of this team is to support FEMA in achieving meaningful progress on agency mission objectives related to emergency preparedness and disaster resilience in states, local jurisdictions, tribes, territories, private sector organizations, and the general public.

*This position is a contingent hire, meaning it is contingent on Fors Marsh winning an upcoming proposal. The interview process will be the same as our standard process, the offer letter (should we decide to move forward) will serve as a letter of commitment.


Responsibilities include:


• Directing large projects including the management of other staff, timelines, and quality of deliverables.• Lead efforts involving programmatic support and administration, communications and outreach, and research and evaluation. • Support a robust suite of federal programs designed to increase resilience, emergency preparedness, and risk reduction.• Providing federal client account management to understand needs, manage expectations, and build long-term relationships.• Managing and conducting quality control to ensure accuracy of technical reports and other products.

• Preparing technical reports, presentation decks, and other project deliverables. • Developing proposals and leading business development efforts.• Working as part of a team on a day-to-day basis in a fast-paced environment.

Qualifications:


• A minimum of 10 years of experience contributing to and leading program support efforts for federal clients, including FEMA.• Bachelors’ degree from an accredited college or university.• Project Management Professional (PMP) certification.• Demonstrated capability managing large federal contracts (valued at $10M or more) that involve leading multi-disciplinary consulting teams in conducting programmatic support, communications and outreach, strategic planning, and policy development.• Deep subject matter expertise in key domains relevant to FEMA Resilience program operations, policies, and priorities.• Proven track record of leading successful business development efforts, including drafting proposals.• Demonstration of strong verbal and written communications skills.• Meticulous attention to detail.• Must be a U.S.

Citizen and consent to a full background check due to our federal contract requirements.• Applicants may be subject to a low-level government security investigation and must meet eligibility criteria for access to sensitive information.• Able to work onsite in Washington, DC area.

Preferred Qualifications:


• Master’s degree from an accredited college or university.• Adept at leading teams in the application of evaluation and survey methodologies to help federal clients answer questions about program and policy effectiveness.

Contingent hire position status.


Salary: $140,000-$180,000
