Position Summary
The Assistant Resident Engineer (ARE) performs a wide variety of professional engineering work in a field or office setting. The ARE is directly responsible for administering design-build contracts and reviewing the work of LACMTA, state, and contractor forces in accordance with all governing specifications. The ARE reviews the progress of the work to ensure compliance with the contract documents. This will include progressive monitoring of materials and methods used as well as inspection of the finished products prior to acceptance.
The ARE collaborates with the contractor, third parties, and Metro internal departments to resolve RFIs, respond to submittals, and proactively progress the work. The ARE assures appropriate measurement, payments are made as necessary, and all project documentation is completed in accordance with departmental policies and procedures. Additionally, the ARE is responsible for proactively reviewing the contract documents to anticipate, identify, and/or prepare any change orders needed to resolve conflicts and/or recommend improvements.
Duties include but are not limited to:
- Ensures the safety of LACMTA employees, state employees, and the contractor’s employees, as well as the traveling public, by observing the contractor’s operations and traffic conditions, making recommendations, and taking corrective action when necessary.
- Reviews contractor operations for compliance with CAL OSHA regulations.
- Provides direction to CSSC and contractor staff to ensure complete, accurate, and timely contract records pertaining to construction progress, job expenditures, budget programs, and work order balances are maintained in accordance with state and federal regulations and laws.
- Monitors contractors regarding compliance with plans, quality of work, and construction activity.
- Assists in the day-to-day administration of a design-build contract.
- Activities may include reviewing the contractor’s correspondence and inquiries, participating in the contractor’s weekly status meetings, coordinating with partner agencies, generating subcontractor requests and other required forms, assisting with the weekly statement of working days, coordinating with various functional units for support during construction, and assisting with kickoff and closeout meetings.
- Performs inspection to ensure compliance with contract plans and specifications.
- Performs inspection in all phases of contract construction.
- Develops workable and effective solutions to field issues and contract deficiencies.
- Develop and review designs for complete at-grade and underground communication systems for the following systems and subsystems:
o Fiber optic (SONET) communications backboneo Telephone systems.o Closed Circuit Television (CCTV) o Public Address (PA)o Supervisory Control and Data Acquisition (SCADA), o Variable Messaging Signs (VMS)o Fire detection & alarmo Intrusion detectiono Emergency managemento Seismic detection o Digital Radio, including underground and at grade.- Prepares contract change orders for making alterations, deviations, additions to, or deletions from the plans and specifications to ensure proper completion or construction of the contract.
- Formulates, researches and develops solutions for field conditions that necessitate a contract change order. This may include doing any necessary engineering re-design work.
- Identifies the need for and prepares contract-related documents for submission to the contractor.
- Reviews CPM schedules. Identifies and mitigates project risks. Completes a project daily diary of pertinent activities and discussions regarding the progress of the contractor's work.
- Maintains complete, accurate, and timely project records, performs quantity calculations for all various phases, and prepares progress pay estimates.
- Assists in ensuring the complete submission of the contract’s monthly progress pay estimates. Ensures conformance with all LACMTA contract documents.
- Assists in the assessment and preparation of contract change orders.
- Assists Resident Engineer in reviewing the contract’s schedule, resolving contractor disputes, and administering the claims process.
- Monitor and manage all quantity tracking.
- Review shop drawings and assist in constructability reviews for proposed projects.
- Participate in job-related training.
Position Qualifications
- Bachelor’s degree in engineering or another related field.
- Approximately ten (10) years of Transit Systems Professional Engineering experience in the design and construction of communications systems, including digital radio, telephone, public address & messaging signs, closed circuit television (CCTV), cable transmission systems, Supervisory Control and Data Acquisition (SCADA), emergency management, intrusion detection, fire alarm, gas monitoring, seismic detection and central control systems for above ground and underground rail systems projects of a public transit agency in North America.
- State of California registration as a Professional Engineer in appropriate discipline or the ability to obtain registration before Notice to Proceed (NTP).
- Valid California Class C driver’s license.
$130,000 - $208,000 a yearThe salary range for this position is $130,000 - $208,000. A hired employee will be placed within this salary range based on a variety of legitimate business reasons, including but not limited to the individual’s scope of relevant experience and geographic location.
