Annex A – Special Terms and Conditions
TIME FRAME
The services are expected to be provided between July 1st and Dec 20th of 2024.NCI Agency estimate an approximate 25 days for this task to be completed.
TRAVEL
The consultant will be requested to travel to the meetings detailed in Annex B.
QUOTATION
Quotation includes all travel and per diem costs that are required for the work specified in this SOW.
Annex B – Statement of Work
1. Scope
Numerous activities in the geospatial domain deal with standardisation and interoperability: reviews of STANAG, FMN, NISP etc. This request for support is part of a multi-year activity providing continuity in the area of geospatial standardisation. In 2024, it is expected to further progress in the following areas:- GeoPackage: build on the previously provided study;- FMN GeoMetOc syndicate2. ObjectiveThe JISR Centre requires off-site support of a GIS consultant to provide technical expertise to the FMN and GeoMetoc Syndicate leader to ensure that FMN spiral instructions for Geospatial Information are in line with current and future GIS capabilities in NATO.
Contribute to the improvement and evolution of the FMN roadmap and the Procedures and Service Instructions for Geospatial Information.A Standardization Proposal (SP) for the GeoPackage Standard has been submitted to the NSO in 2023. The SP builds on an existing GeoPackage Profile (DGIWG), the ACT/NCIA GeoPackage Study, and specific operational requirements provided by the NCS. The objective of this task is to provide technical subject matter expertise to the ACT Geospatial Officer to respond to questions raised by the JGSWG for the standardization of the GeoPackage technology, and to respond to technical questions raised in the context of the GeoPackage Standardization Proposal and the clarification of NCS requirements. Support the Custodian Team (once established) and ensure that the NCS / Core GIS requirements are represented in the standardization activities.
3. Deliverables and payment milestones:
3.1. The Contractor is required to provide specialized support to the NCI Agency as defined in the following deliverables :• Participation in the GeoMetoc Syndicate (planned for 4 sessions) and subsequent report of activity and progress following each session. (Format: Discussion; Emails; documents as required).• Provide support to / and participate in the JGSWG working group and/or the Custodian Team as a subject matter expert as directed by the ACT Geospatial Officer and subsequent report of activity and progress following each session.

Deliverable Due Date: 20 DEC 2024 Payment Milestone (Monthly): 20 DEC 2024 Value (Of Total Contract): 100% Payment Amount and Conditions: The payment shall be dependent upon successful acceptance of the Delivery Acceptance Sheet (DAS) and monthly progress reports, including the EBA Receipt number
4. Practical arrangements
Line Manager/Supervision authority: For the duration of the consultancy period the consultant shall provide services under the supervision of the JISR/ SL Geospatial Services Branch. Monthly progress report will be provided in order to monitor the progress in the fulfilment of the deliverables.Work location: At own location.Buyer-furnished items: Own equipment and SW.Travel: Deliverable cost shall include travel to minimum 1 on-site (NCI Agency The Hague) coordination meeting if required, and travel to Geopackage CST workshop if required.
5. Period of performance
The services will start being provided not later than 01 July and need to be completed by nolater 20/DEC/2024.

6. Contractor’s Mandatory Profile Requirements
For the fulfilment of the deliverables described in this SOW, the support of one person is required, with the following profile requirements:
- Minimum 5 years of proven experience in the field of geospatial standardization in NATO, including experience in working with NATO ACT POW in the area of geospatial standardization, and working experience and knowledge with geospatial processes and procedures in NATO Command Structure (NCS).
- Working experience with NATO Standardization bodies, such as JGSWG, and the standardization process in NATO.
- Knowledge of OGC GeoPackage Encoding Standard, and related OGC Standards such as WMS, WMTS, WFS, WPS.
- Proven experience in scientific writing and the creation of large scientific reports and documents.
- Working experience with the creation of NATO STANAGs.
