Annex A – Special Terms and Conditions
TRAVEL
The consultant will not be requested to travel beyond the main location of HQ KFOR. All travel arrangement in and out of Kosovo are to be arranged by the contracting company.
QUOTATION
Quotation is requested for an all-inclusive workday. All-inclusive includes all travel and per diem costs that are required for the work specified in this SOW. No additional costs than the daily rate will be charged for one workday.
Annex B – Statement of Work
This statement of work originates from the Joint Intelligence, Surveillance and Reconnaissance Centre (JISRC). This task references consultancy support for Intelligence Collation Support at Headquarters Kosovo Force (KFOR) in Pristina, Kosovo.
SCOPE
This consultancy is intended to quality review and modify if required, an estimated 1000+ structured and unstructured data records and reports in the Intelligence Functional Services System (INTEL-FS) at KFOR HQ.
OBJECTIVE AND TIMELINE
The objective of this contract is to homogenize the KFOR owned records in the INTEL-FS database in preparation of the migration of data into the Spiral 2 version of the INTEL-FS system.All quality review and modification efforts are to be conducted in accordance with the KFOR J2 Collation SOP and Standard Operating Instructions (SOI).The services are expected to start on September 2, 2024 for a total period of 48 days until 30 November, divided over 2 sprints of 3 weeks and 1 sprint of two weeks.
The first sprint period is fixed for the period 2 September until 21 September. The other two sprints periods will be agreed with the KFOR supervisor during the first sprint.Each sprint period consists of 6-day work-weeks with 10 hour working days.The consultant shall submit in writing by COB on the Saturday of the last week of each sprint, a delivery report (Annex C) stating the number of records that were reviewed by the incumbent in the INTEL-FS system and verified by the KFOR HQ J2 Collation Chief. This report will be used to formalize the acceptance of the deliverable.
DELIVERABLES AND PAYMENT SCHEDULE
Deliverable D1:
Sprint of 3 weeks duration
Quantity: 2 Payment Milestones: Upon completion of each sprint.
Deliverable D2:
Sprint of 2 weeks duration
Quantity: 1 Payment Milestones: Upon completion of each sprint.Invoices shall be accompanied by a Delivery Report (Annex C), signed for acceptance by the Project Authority/Manager/Supervisor.

SECURITY
The consultant must have a NATO SECRET security clearance that will be valid for the duration of the contract.
MANAGEMENT
For the duration of the consultancy period the consultant will provide services under the supervision of the KFOR J2 Collation Chief. NCI Agency will ensure that adequate working conditions are provided. The working language will be English.
REQUIRED HARDWARE AND SOFTWARE TOOLS
KFOR and NCI Agency will provide the necessary workspace, hardware and software
Requirements
- The consultant must have a NATO SECRET security clearance that will be valid for the duration of the contract.
PERSONNEL
The consultant assigned to this project must have:
- A minimum of 5 years of experience in military intelligence analysis within NATO or national positions to include data collation and intelligence data management.
- A minimum of one year of experience with operating NATO intelligence systems for the management of Intelligence Information Entities.
- Experience in collating Order of Battle record from intelligence reports in the NATO Intelligence system INTEL-FS.
- Reasonable comprehension of the Serbian language for cross-checking information against open sources.
- Proven ability to communicate effectively in English, both orally and in writing.
- A high level of understanding of the NATO Intelligence Organization.
- A high level of understanding of current NATO Operations.
- Sound knowledge of MS Office products
Desired qualifications:
- Previous experience in working in the J2 section of KFOR
- Previous experience in working with Orders of Battle of the Serbian Armed Forces.
