DSFederal, Inc. is seeking an experienced Web Support – Lead Developer to support a federal health agency’s IT services program. The Web Support – Lead Developer is responsible for overseeing the design, development, and maintenance of web-based technologies that support strategic objectives. This position requires a seasoned professional with a strong background in web development, user experience design, and compliance with web accessibility standards. The Lead Developer will work closely with the key stakeholders to ensure that the client's web presence effectively serves its mission in research and public communication.
This is a contingent position.
Job Duties/Responsibilities
- Web Development and Design
- Lead comprehensive web development activities using Drupal, PHP, MySQL/MariaDB, and related technologies.
- Transform conceptual layouts and wireframes into functional, optimized web pages with a focus on SEO, user experience, and compliance with Section 508 accessibility standards.
Custom Drupal Solutions:
- Develop custom Drupal themes, modules, and entities, ensuring adherence to QWASP best practices for web application security.
- Manage and enhance content management systems with a focus on Drupal, ensuring robust, secure, and user-friendly operations.
Collaboration and Stakeholder Engagement:
- Work closely with the Office of Communications to assist in the creation of user-friendly websites and digital products.
- Participate in strategic planning activities and quarterly review sessions to align web development efforts with organizational goals and public communication strategies.
User-Centric Design and Accessibility:
- Prioritize the creation of intuitive interfaces and responsive applications that meet the highest standards of accessibility and user satisfaction.
- Utilize tools such as Adobe XD, Sketch, and Adobe Photoshop to craft compelling visual designs that enhance user interaction.
Technical Leadership and Team Coordination:
- Serve as a technical expert and primary point of contact for all web development initiatives.
- Coordinate with IT support teams, vendors, and other stakeholders to ensure seamless integration and functionality of web technologies.
Security and Compliance:
- Ensure all web applications comply with security and privacy regulations.
- Conduct security and quality assurance testing on all new web deployments before they go live.
Documentation and Reporting:
- Develop and maintain essential documentation, including SOPs, security artifacts, and training materials related to web technologies.
- Provide metrics and participate in the evaluation of web strategies to enhance effectiveness and user engagement.
Continuous Improvement and Innovation:
- Stay abreast of emerging technologies and trends in web development, including cloud services, database management, and mobile-friendly frameworks like Bootstrap and Foundation.
- Implement innovative solutions that enhance the digital transformation journey.
Other:
- Develop and validate test routines to ensure the quality of the external and internal interface.
- Provide metrics for and participate in quarterly review sessions with the Office of Communications.
- Respond in a timely fashion to customer requests for web page support via the Office of Communications ticketing system.
- Maintain custom code GitHub Enterprise repository.
- Adhere to change, incident, and communications management plans.
Requirements
Experience Required:
- 5+ years of experience in web development, particularly with Drupal, PHP, and MySQL/MariaDB.
- Experience with front-end development frameworks and design tools such as Adobe XD, Sketch, and Photoshop.
- Experience with JS frameworks such as “React, Vue” and decoupled development.
Technical/Skills Required:
- Excellent communication skills and ability to collaborate effectively with cross-functional teams.
- Extensive experience in Web development, including leadership roles.
- Strong knowledge of agile methodologies, user-centric design, and security compliance.
- Strong proficiency in Drupal, PHP, and MySQL/MariaDB including mobile-friendly frameworks such as Bootstrap and Foundation.
- Extensive knowledge with OWASP best practices.
- Knowledge of Section 508 accessibility standards and the relevant 508 compliance tools.
Preferred Experience
- Experience leading web development projects in support of the Federal Government.
- Experience leading web development projects at the Department of Health and Human Services.
Education Required
- Bachelor’s or Master’s degree in computer science, Web Development, or a related field.
Certifications:
- Required: Acquia frontend and backend developer certifications, Acquia certification series for Drupal developers including Acquia site builder and Acquia developer.
