Functions include oversight and programmatic administration of discretionary grants funded through the Office of Head Start. Specifically, the incumbent will demonstrate expert knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of a wide variety of grants administration processes and issues.The Office of Head Start (OHS) reaffirmed its commitment to preparing low-income and vulnerable families and children for success in our nation's school systems. OHS has also substantially increased its efforts to ensure successful fiscal stewardship and grantee accountability.
Due to the increased complexity of grantees, federal staff must manage significantly larger caseloads of increasingly complex grantees requiring intensive and individualized support. The purpose of this project is to provide professional, technical, and administrative support to Head Start and Early Head Start grantees. The candidate will possess a strong command of Federal grants management policies and financial tracking systems, as well as experience supporting the overall performance objectives, contract deliverables, quality control (QC), and leading qualified personnel on this project. As a Project Manager, you will have the opportunity to bring a strategic and resilient approach to providing advisory and consulting services to the client for project planning activities, other implementation measures, and supporting functions specified under the Performance Work Statement (PWS). The ideal candidate will have experience building and coaching teams in a culture of professionalism and excellence. Excellent data management systems, team communication, and use of process improvement methodologies are essential to succeed in this role. This is an on-site role primarily based in the Washington, DC area. Occasional travel to FM Talent’s office in Silver Spring, MD is required.

The Program Manager (PM) will lead a small team in managing a contract award that includes oversight, and programmatic administration of discretionary grants funded by the Office of Head Start. The work environment requires a team with high levels of analytical, decision-making, and communication skills. A wide range of analytical tools and measures are employed to provide timely and technically accurate guidance to grantees in a range of programmatic and financial management contexts. OHS Region IX staff are provided with support in managing the Head Start grant programs through these functions.
Many functions are driven by documented processes to enable accuracy and reliability in results. The PM will provide and direct the team in meeting the schedule for timely high-quality deliverables. The PM will work with the Contract Officer Representative (COR), the alternate COR, and the Regional Program Manager as well as other Regional Office personnel to provide customer support and perform project functions in a fast-paced environment. The scope of work includes:
- Manage all aspects of the contract, including communication with the client, stakeholders, team, and management, and support of the leadership group in mission execution, strategic planning, and customer service
- Provide timely, high-quality deliverables following the master schedule; develop, monitor, and update timelines; develop task allocations and monitor staff completion to assure timely delivery to the client
- Oversee contract deliverables and tasks while implementing quality controls to ensure products and services meet or exceed client expectations
- Lead weekly management meetings and daily stand-up meetings, as necessary, to support contract execution - including documentation of meeting actions and decisions
- Control all budgetary and financial aspects of the project, including the preparation of financial and progress reports, the facilitation of billing and collection activities, and the allocation of resources within the project
- Develop and maintain process documentation and other job aids in support of task execution and service delivery
- Implement QA initiatives to ensure customer satisfaction; collaborate with management and subcontractors
- Lead staff management functions including hiring, performance, training, monitoring, and maintaining high-performance ratings; provide oversight, mentorship, and guidance to staff in the execution of project management activities
- Execute projects using agile, scrum, and waterfall methodologies and track deliverables with the appropriate tools; implement and manage changes and interventions to achieve project outcomes
- Exhibit a high level of resilience and adaptability in navigating through program shifts and demanding priorities, remaining tactful in handling unforeseen challenges and SOP amendments.
Key Project Requirements:
- The OHS project is a full-time, 40-hour workweek.
- Candidate must have the ability to undergo a public clearance, which can take between 4 and 10 weeks.
- Sharp analytical mindset to conduct systematic required weekly, monthly, quarterly, semi-annual, and annual progress reports.
Qualifications:
- Minimum 5 years of relevant and progressive post-baccalaureate professional experience managing client services projects of $5M annually in size, scope, and complexity
- Bachelor’s Degree in a field related to project management, business, or public administration from an accredited university or college (Required); Master’s Degree (Preferred)
- In-depth knowledge of standard project practices: knowledge management, quality assurance, workforce management, infrastructure, and continuous process improvement
- Knowledge of or familiarity of Head Start/Early Head Start core values, standards, and processes
- Proven track record in using business process improvement methodologies as well as organizational diagnosis and intervention techniques
- Experience delivering sound and actionable support of analyses of data quality issues
- Expert-level conception of managing cradle-to-grave grants management lifecycles
- Standard budget management and analysis skills
- Demonstrated ability to review, aggregate, and present data gathered from multiple sources
- Capacity to effortlessly deliver a customer experience transformation approach to tackling high-impact/high-value projects, including helping to create foundations to drive cultural and operational change
- Exceptional business writing skills and attention to detail; impeccable command of English grammar and the ability to communicate with key stakeholders and external partners
- Expertise and experience in data management systems and using a variety of computer software applications like Smartsheet, MS Excel (pivot tables, v lookups), and MS Office Suite
- Engage with FM Talent Senior Leaders to continuously provide business process recommendations and roadmap for future project planning
