SUMMARY


:


Supervises, plans, manages, and assists with activities concerned with water operations and maintenance.


  • ESSENTIAL FUNCTIONS:

  • Manages special projects, including new technologies, related to the operation and maintenance of water systems to include coordination with internal and external customers, project scheduling and documentation.
  • Provides daily planning, administration, and management of the specific area of responsibility.

  • Provides engineering and technical assistance to operational department directors and managers. Provides expert technical guidance and assistance on water, sewer, or wastewater treatment plant system design and construction matters.

  • Develops and updates Standard Operating Procedures (SOP) and Job Safety Analyses (JSA).

  • Analyses work management data and provides recommendations for improved workflow efficiencies.

  • Develops strategies to meet process objectives and works with staff to implement policy and procedural changes.

  • Performs routine technical and administrative functions including attending DC Water and/or departmental policy meetings and prepares status reports for Authority management.

  • Prepares budget justifications for specific area of responsibility.

  • Prepares and monitors branch budget and expenses.

  • Identifies type and scope of work and develops work specifications, interfaces with vendors, contractors and consultants to direct, coordinate, inspect and accept work; identifies and resolves problems associated with contract work; recommends modifications to contract scope of work and/or enforcement of contract language.

  • Performs other related duties and projects as assigned at the discretion of the immediate supervisor of the operational department assigned.

  • Provides direction for the planning and scheduling of operational and maintenance activities.
  • Supervisory Responsibilities: 
  • Supervises subordinate employees; makes work assignments, set priorities, interprets work orders, etc. 
  • Establishes work performance standards, prepares written performance evaluations, and monitors employee code of conduct; recommends promotions, terminations, reassignments, disciplinary and other personnel actions. 
  • Determines training needs and approves and schedules leave. 
  • Ensures that workers complete projects or assignments in a thorough and responsible manner.
  • Key Working Relationships:
  • Interacts with employees within the Authority, from District/Federal agencies, vendors of equipment and services, and representatives from private industry.

EDUCATION/ EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.:

  • Bachelor's degree in civil or environmental engineering or related Engineering degree from an accredited college or university and five (5) years of progressive experience in civil design or construction. The experience should include project management experience involving large or sizable projects. Supervisory experience is desirable.

  • Engineer-in-Training certification preferred.

  • Possessing and maintaining a Professional Engineer (PE) license is desirable.

  • Project Management Professional (PMP) certification is desirable.

  • Working knowledge of managing and developing environmental programs.

  • Well-developed management skills including effective delegation of work and performance management. Strong supervisory, analytical, work planning, organizational, inter-agency liaison, conflict resolution and customer outreach skills.

  • Ability to communicate effectively, both orally and in writing.

  • Utilizes personal computer and maintains a working knowledge of applicable software programs (i.e., spreadsheets, scheduling software, GIS, work order managing software, word processing, e-mail, etc.)
