Position Information:
BreakForth Solutions is seeking a Paper Reduction Act Analyst to work alongside our Federal customer’s Portfolio Management and Oversight (PM&O) Team to analyze and assess the agency’s (IT) investments and programs. Paper Reduction Act (PRA) experience is strongly preferred. Essential Functions:Providing support to the PM&O team in the form of:

  • Policy Compliance and Reporting – Implementation, management, and reporting of assigned compliance programs including Paperwork Reduction Act (PRA) Program, Freedom of Information Act (FOIA) compliance, Accessibility of Information and Communication Technology (ICT) per Section 508 of the Rehabilitation Act of 1998 and performing actions in support of the Federal Records Act of 1950 and subsequent amendments and policies.
  • Portfolio Management – Analysis and assessment of the agency’s Information Technology (IT) investments and programs, including compliance with federal laws and policies and application of best practices in program and project management.  Analysis of annual budgets and spending to determine trends and opportunities for reducing duplication through the use of common or shared solutions or approaches, use of required or preferred contracts, and opportunities for applying new or innovative techniques and technologies.
  • Program Assessment and Reporting – Analysis and assessment of the agency’s major IT investment programs and IT projects for the application of appropriate program and project controls and practices, management of program and project scope, cost, risks, budgetary resources, management of program and project schedule, management of stakeholder requirements, and achievement of planned results.   Providing appropriate reports to senior managers and leaders and producing periodic trend and performance reports.
  • Policy Development and Management – Analysis of new or updated federal laws and policies regarding management and control of federal IT programs to determine the impact on existing Department policies and practices or the need for new policies and guidance to address gaps.   Drafting and coordinating review and clearance of new or revised policies and guidance through appropriate channels and authorities for approval and publication, and periodic review to ensure ongoing applicability and currency with emerging policies and practices. Management of IT program reviews and audits by GAO and the Office of the Inspector General (OIG).

Qualifications

  • Experience with Program or Project Management.
  • Experience with the Privacy Act, per and Systems of Record Notices (SORNs).
  • Experience and/or ability to interpret law, and policy and provide guidance as it relates to Information Compliance.

Education/Skills/Experience Requirements:

  • Minimum of an Bachelor’s degree in policy, administration or a related field.
  • Minimum of 3-5 years of experience as a policy analyst.
  • Minimum 3 years of experience with Paper Reduction Act deliverables strongly preferred.
  • Active public trust clearance or the ability to obtain a public trust clearance.
  • Experience with using office productivity tools (email, word processing, spreadsheets, and presentation applications) to document work assignments, perform analysis, and present results.
  • Ability to perform independent research and analysis of laws, regulations, and other documentation to determine applicability to federal IT programs.
  • Ability to communicate clearly orally and in writing to present results of assigned tasks.
  • Ability to prepare well-structured analysis briefs and reports including recommendations for use in determining appropriate courses of action.
  • Skill in developing content or managing group collaboration sites (e.g., SharePoint or MS Teams).
  • Financial and/or quantitative analysis of complex data sets using Excel, PowerBI, or similar tools.
