Summary:
Serves as the personal and confidential Executive Assistant to the assigned Executive Vice-President (EVP). Provides support to the EVPonimportant administrative functions and internal and external outreach. Ensures that highly confidential, complex, and sensitive matters are attended to, and determines the approach to be taken and the methodology to be used in supporting the directives of the EVP. Leads specialized coordination of major D.C. Water events. Makes decisions and performs tasks that are highly confidential and potentially politically sensitive.
Ensures the effective operation of the EVP’s Office. The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this job. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform work-related tasks other than those specifically listed in this description. This job description is not a “contract” between the employee and the Authority. The job duties and essential functions may be changed at the discretion of the General Manager.
Essential
Functions
:
- Maintains the schedules for the EVP receives and evaluates the nature of requests and determines priority, obtains appropriate input as needed, and follows through to schedule and arrange all details (researches and assembles/develops information and materials on a variety of matters).
- Receives, investigates, and responds to concerns and inquiries from customers and citizens on a broad range of matters including D.C. Water functions, status of operations and existing procedures and policies.
- Composes correspondence based upon independent research and compilation of data from files and records in response to inquiries and initiatives and composes correspondence of a personal and confidential nature to reflect the EVP’s sensitivity to the needs of the customer and/or citizen.
- Plans, organizes, coordinates, promotes, and facilitates special events that include, but are not limited to Employee Appreciation Day, Annual Service Anniversary Awards, EVP’s Holiday Party, Administrative Professionals Day, etc.; coordinates and monitors event timelines; review and analyzes evaluations.
- Develops budget and monitors expenditures for special events activities.
- Attends meetings on behalf of the EVP, gathers information and prepares concise, accurate reports.
- Independently reviews and resolves problems on the EVP’s behalf.
- Reviews, and/or drafts letters, memoranda and other official D.C. Water documents for presentation to the EVP for signature, and to ascertain correctness in form, style and message as well as ensuring that all concerned have had an opportunity to review the document.
- Trains and provides guidance to Executive Assistants throughout the Authority in administrative procedures and practices, including developing needed improvements in practices which may be out-of-date or which do not exist. Serves as the liaison between the EVP’s Office and the D.C. Water unions.
- Prepares and manages the assigned EVP Office’s budget.
- Handles special assignments and projects.
- Prepares highly sensitive and confidential regular and special reports.
- Performs other duties and projects as assigned at the discretion of the EVP.

Key Working Relationships:
Interacts with Executive Staff Members and their staff, D.C. Water Board Members, the Mayor of the District of Columbia, members of the D.C. City Council, high level officials from district government agencies and private organizations, officials from neighboring water/sewer utilities, customers of the Authority, numerous citizen groups, and the general public. Contacts are for the purpose of arranging and coordinating appearances and meetings, receiving and exchanging information, resolving sensitive problems, and facilitating actions affecting WASA programs, services, and procedures.
EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:
- The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.
- Associate’s degree in Business or related field from an accredited college or university and seven (7) years of progressive administrative assistant experience leading up to work that was in a senior administrative capacity or its equivalent; or an equivalent combination of education and experience. Prefer a Bachelor’s degree in Business or related field and five (5) years of progressive administrative assistant experience leading up to work that was in a senior administrative capacity or an equivalent combination of education and experience.
- Thorough knowledge of the services and functions of the D.C. Water.
- Skill in communicating, orally and in writing.
- Ability in using independent judgment and discretion and using initiative and resourcefulness in responding to new and unusual assignments.
- Skill in utilizing personal computer and proficiency in applicable software programs (i.e. word processing, spreadsheets, e-mail, etc.).
