Position Description:
The Program Controls Analyst will be responsible for supporting VTS programs in compliance with Program Finance and Earned Value Management System (EVMS) requirements, program implementation and execution. Responsibilities include but are not limited to: establishing and maintaining the program cost baseline, conducting Estimate at Completion (EAC) and variance analysis, applying EVM principles, and supporting the contract execution from award to closeout. Manage and perform analysis consistent with forecasts and identify risk and opportunities to the plan.
Develop, analyze, and maintain EVM business logs and monthly deliverable reports. Forecast and track program Awards, Revenue, Profit and Cash.
Responsibilities:
- Act as business partner to program management and aid them in identifying, managing, and mitigating cost and schedule risks.
- Establishing initial contract baselines and supporting the Integrated Baseline Reviews (IBRs) with artifacts such as the Contract Work Breakdown Structure (CWBS) and Dictionary, Organizational Breakdown Structure (OBS), Responsibility Assignment Matrix (RAM), Performance Measurement Baseline (PMB), and budget logs.
- Ensures meaningful and reliable performance measurement techniques are employed.
- Develop and assign Control Account Plans (CAPs) and Worth Authorization Documents (WADs).
- Maintain Earned Value Management System (EVMS) compliance including cost/schedule integration.
- Aids in the identification of management risks associated with staffing, work sequence and durations, performance measurement methods, processes, and tools.
- Prepare and maintain spend plans, develop and review Estimate at Complete (EAC), incorporate changes into the EVMS system in order to maintain cost and schedule baselines.
- Assist Control Account Managers (CAMs) with EVMS activities including Work Breakdown Structures (WBS) development and alignment; time-phasing of tasks; developing and documenting earned value methodologies; performance measurement; Estimate to Complete (ETC) analysis and updates; and variance analysis research and reporting.
- Develop financial charts in support of program reviews and management briefings, identify cost impacts and develop recovery plans as required.
- Responsible for actuals reconciliation and facilitating/dispositioning budget change requests.
- Responsible for various external customer business deliverables, such as IPMR, CFSR, CPR, etc.
- Incorporate contractual changes into control system by staying aware of outstanding work against each contract to maintain realistic contract cost and schedule baselines.
- Maintains a positive and professional demeanor.
- Assist in the development of new business proposals.
Requirements:
- Bachelor's degree in Business, Accounting, Finance, or other related discipline from an accredited college/university. May consider equivalent experience in lieu of degree
- Must be able to obtain and maintain a U.S. Security Clearance (requires U.S. Citizenship)
- Four (4) or more years of experience in business, accounting, finance, or related field
- Experience in Program Finance
- Working knowledge and experience with EVM and government contracting.
- Self-motivated, persistent, hands-on, result oriented, well organized with ability to handle multiple projects. Must be proactive and have a sense of urgency and can think ahead of potential problems while demonstrating an aptitude for process improvement.
- Strong PC skills and proficient knowledge with Microsoft Office suite (Outlook, Word, PowerPoint, and Excel – pivot tables, VLookup, conditional formatting and other advanced functions).
- Proven exceptional communication skills, both written, verbal and presentation, to effectively communicate EVM and financial analysis to program personnel, clients, as well as executive management, with an ability to persuade and motivate action.
- Keen attention to detail and excellent problem-solving skills.
Preferences:
- Master’s degree in Business, Accounting, Finance, or other related discipline
- Proficiency with OPDEC IPM and Deltek Costpoint.
- Related DoD and/or aerospace industry experience
- Accounting experience
- Proposal/ECP experience
Salary Range: $91,779 - $173,108/year
