What We’re Looking For
The Bank is seeking a Fair Lending Director, Compliance Oversight to report to the Head of Fair Lending. This position is responsible for building, implementing and/or maintaining a multitude of oversight functions within the Bank’s Fair Lending Compliance Program. He/she will manage a team of analysts that identifies, assesses, monitors, and mitigates potential fair lending risk. The incumbent will develop knowledge of CRB lending partners, products, and services. He/she also serves as a fair lending subject matter expert and liaison, while providing guidance and interfacing with internal and external Business, Data, Analytics, and Compliance individuals and teams to drive forward oversight program objectives.
Primary Duties and Responsibilities:
The Fair Lending Director, Compliance Oversight performs a wide range of duties including, but not limited to:
- Lead, implement, and manage a fair lending oversight program that proactively identifies products, models, policies, practices, etc. that create fair lending risk or may result in unfair treatment. Builds and enhances program elements as needed.
- Provide fair lending subject matter expertise, advice, and guidance to various Bank stakeholders.
- Direct work related to risk assessments, change management reviews, and other relevant risk identification and monitoring activities and coordinates with appropriate internal and external stakeholders.
- Assist the Head of Fair Lending with Fair Lending Program leadership-related activities as needed.
- Oversee the creation, updating, and implementation of Fair Lending Program policies and procedures as they apply to the oversight program.
- Review and communicate the results of fair lending risk mitigation activities to a wide range of audiences, including auditors, regulators, Board of Directors, Executive Suite, oversight committees, Senior Management, and Bank personnel.
- Manage audits and regulatory exams and requests, including working with auditors and regulators to provide necessary documentation, and creating and executing remediation plans related to audits and Reports of Examination.
Qualifications:
- 8+ years of combined fair lending/fair banking and other related consumer compliance experience in a consumer financial services or regulatory agency.
- 10+ years’ experience in Compliance, Risk Management, or Audit.
- Working knowledge of fair lending and fair banking-related laws and regulations, including, but not limited to, the Equal Credit Opportunity Act (ECOA/Reg B), Unfair, Deceptive and Abusive Acts and Practices (UDAAP), the Fair Housing Act (FHA), and the Fair Credit Reporting Act (FCRA)
- Understanding of fair lending analytical techniques, including but not limited to raw disparity and regression analysis.
- Understanding of consumer loan and consumer banking documentation, servicing, and operations.
- Bachelor’s degree required.
- CRCM Certification or JD preferred.
Additional Requirements:
- Policy, procedure, and control development and implementation skills.
- Computer proficiency, specifically MS Office (Word, Excel, Access, PowerPoint, etc.).
- Strong planning and organizational skills, with an ability to establish strategic direction and subsequently develop and manage supporting initiatives.
- Experience managing audits and regulatory exams, including drafting written work products, such as remediation plans and responses to inquiries and requests.
- Experience successfully managing a team, including delegation and oversight of workstreams and team development.
- Prior experience implementing risk or compliance programs.
- Critical thinking and the ability to "connect the dots"; to synthesize information from various sources and multiple data points across multiple business units to develop a comprehensive assessment of fair lending and fair banking risk.
- Strong communication skills with an ability to convey complex topics and recommendations.
- Ability to operate successfully and flexibly in a fast-paced environment.
- Ability to collaborate successfully across multidisciplinary internal and external teams.
- Excellent presentation and communication skills, especially presenting and communicating with Senior Management and regulators, and including technical writing capabilities.
