  • Salary Range: $125,500 - $144,500/year

Responsibilities


  • Consistently maintains knowledge of relevant industry trends to provide knowledgeable advice. 
  • Leads the design and implementation of new programs and initiatives including developing objectives, drafting strategic & implementation plans, and developing new workflows. 
  • Identifies and locates resources through hiring, recruiting, consultants and internal resources to execute programs and projects. 
  • Manages large and complex projects and teams, multiple concurrent projects or interdisciplinary projects spanning multiple business units. 
  • Ensures projects are delivered on time, within scope, and within budget and are technically sound and accurate, and meet stakeholder expectations. 
  • Provides advice on technical approaches to accomplish project objectives for complex or large programs including meeting cadence, research approaches, resource needs, communication strategies, and data management. 
  • Develops a detailed project plan to track progress and manage changes in project scope, schedule and costs. 
  • Establishes and maintains relationships with external consultants, vendors and partners and identifies new partnerships when appropriate. 
  • Manages the relationship with client and all stakeholders and provides briefings to executive level leadership and resolves challenging problems with stakeholders. 
  • Works with the BD team to develop a pipeline of proposal opportunities for the division by developing relationships, vetting opportunities, supporting or leading proposals and overseeing the pricing and technical solutioning for proposals.
  • Leads proposal efforts to grow the division.
  • Actively promotes the company and the division by contributing to recruiting, participating in networking events, presenting at professional meetings, and actively developing networks.
  • Provides overall strategic direction and leadership for the division including staffing (recruiting, mentoring, development, retention), business capabilities and areas of focus, financial planning and profitability, annual priorities, and goal setting.
  • Leads the development of processes and procedures that enhance effectiveness and efficiency of team's operations. 
  • Performs other job-related duties as assigned. 

Requirements


Minimum Education and Experience


  • Master's degree in science or health related field.
  • 15 years' experience, including 6 years project management experience and 2 years of supervisory experience 

Basic Requirements


  • Experience with relevant research or programmatic software packages to accomplish project objectives. 
  • Advanced ability to navigate program’s web-based system such as SharePoint, Teams, and other electronic business systems and train others on its use. 
  • Advanced skills with Microsoft Excel, PowerPoint, Word, and Outlook 
  • Excellent organizational skills and attention to detail 
  • Project and people management skills in budgeting, resourcing, planning, tasking and risk management 
  • Ability to communicate results simply and effectively 
  • Ability to bring along existing relationships with potential clients, partners, and external vendors
  • Government contracting or consulting experience, particularly in a biomedical research or health related field
  • U.S. citizenship and ability to obtain a security clearance.

  • Experience in business development
  • Experience with quality standards such as ISO or CMMI
  • PMP certification
