Position Title: Senior Financial AnalystCompany: ACT1 FederalLocation: Arlington, VAAbout ACT1: Delivering mission-critical solutions and industry-leading talent to advance the missions of the partners, organizations, and communities we serve.The Senior Financial Analyst (SFA) is a key position who provides financial analyses and support in all areas related to the federal budgeting process, reporting, planning and analysis, and portfolio management to the customer lead. The SFA will promote standardized financial and budget management processes and procedures and integration of activities across the Cyber Security Division (CSD) to Department of Defense and Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA). CISA leads national efforts to defend against cyber threat actors targeting U.S.
Critical Infrastructure, federal and state, local tribal, and territorial (SLTT) governments, the private sector and the American People. The scope of the SFS’s duties includes support for acquisition of services for Strategic Planning and Analysis, Program and Project Management, Budget and Financial Management, Acquisition and Procurement, Program Analysis and Controls, Property Management, Data Integration, Information Technology Support, Administration and Communications, and cyber security and information technology research and review, analysis and assessments for use and interoperability with cyber security products and services by CISA stakeholders.
**THIS POSITION IS CONTINGENT UPON CONTRACT AWARD**
- Responsible for financial analyses and support in all areas related to the federal budgeting process, reporting, planning and analysis, and portfolio management to the customer lead.
- Financial activities include analytical support to contract management, execution, and liquidations.
- Budget activities include development of spend plans, reviews, resource utilization, execution, obligations/expenditures tracking and reporting, and assisting Contracting Officer’s. Representatives with reviews and closeout tasks.
- Assistance in development, design and implementation of tools, databases and reporting systems aligning financial and budget activities with programs, contracts, and internal and external reporting.
- Providing cost estimating support for IGCEs, ROMs, proposal cost/price analyses and other financial management activities.
- ACT1’s lead point of contact for expertise in DHS financial and budget policies, requirements, procedures, and best practices.
- Leading, managing and coordinating ACT1 staff assigned for specific customer taskings accomplishment of SOW tasks.
- Working with DHS and CSD staffs and personnel communicating, coordinating, and responding to data inquiries, requests, projects, tasks, and documentation.
- Supervising staff and personnel assigned and management of staff’s work.
Requirements
- 3-10 years of DHS financial and budget management experience working in Program Offices.
- Development, staffing and coordination of financial and budget reports.
- Experience interfacing and communication with Government Officials, financial databases, and developing/reviewing reports, reviews, and deliverable products.
- Experience with Federal Funds Management System (FFMS).
- BA/BS or MA/MS Degree is relevant field.
