About the role
The Proposal Technical Writer will be a key part of a small team tasked with responding to Government RFP/RFIs and creating compliant and compelling proposals. They will utilize their knowledge and writing skills to craft winning solutions from initial draft to final submission which includes strategically designing technologically sound solutions that will satisfy Government’s written requirements. Must have the ability to interview technical SME's and translate technology speak into compelling proposal.
Will work independently but will serve as a Technical Writing Lead and mentor other staff members in addition to working with proposal team members.This position offers great work flexibility. You will work with a dynamic team in our new high-tech corporate headquarters in Fairview Park, Falls Church, Virginia. Our staff is energized and welcomes new ideas and creative influences. Responsibilities:
- Determines federal proposal concept by identifying and clarifying opportunities and needs; studying requests for proposal (RFPs) and request for quote (RFQ)
- Familiar and fluent with the Shipley proposal process
- Meets proposal deadline by establishing priorities and target dates for information gathering, writing, review, and approval; entering and monitoring tracking data; coordinating requirements with contributors; contributing proposal status information to review meetings; transmitting proposals
- Gathers proposal information by identifying sources of information; coordinating submissions and collections; identifying and communicating risks associated with proposals
- Develops proposal by assembling information including project nature, objectives/ outcomes/ deliverables, implementation, methods, timetable, staffing, budget, standards of performance, and evaluation; writing, revising, and editing drafts including executive summaries, conclusions, and organization credentials
- Performs technical rewrite/edits on proposals, as necessary
- Prepares presentations by evaluating text, graphics, and binding; coordinating printing
- Maintains quality results by using templates; following proposal-writing standards including readability, consistency, and tone; maintaining proposal support databases
- Should be able to effectively interact with both technical and non-technical decision makers and engineers in the same situation while communicating in language that each group understands
- Ability to work independently with minimal supervision and work flexible hours to achieve the requirements of the position

- Assists SMEs by suggesting and/or developing graphics (charts, process flows, screenshots, etc.) that convey the theme or solution being proposed
- Writes original text for corporate experience, past performances, standard business practices (project management/staffing/quality/transition plans), and resumes.
- Finds, analyzes, and synthesizes written content from proposal libraries; revises and repurposes it for new efforts, ensuring the content is tailored to meet the solicitation requirements.
- Updates job knowledge by participating in educational opportunities; maintaining professional networks.
- Manages repository and other proposal libraries as required in the SharePoint library.
- Participates in technical solutioning/theming sessions and proposal color reviews, as necessary
Qualifications:
- Minimum of 5 years of relevant experience working with technical SME's Must have the ability to interview technical SME's and translate technology speak into compelling proposal responses for the Federal Government.
- 8+ years creating customized written content for government proposals, understanding of proposal lifecycle, and content management
- Bachelor’s Degree in English, Journalism, Communications, or in Information Technology
- Excellent written and verbal skills to convey complex technical information clearly and persuasively to readers who have varying levels of technical subject matter expertise
- Must be able to create original compelling and compliant content in response to RFP questions, highlighting unique benefits that meet customer goals and objectives
- Proven strong written and verbal communication skills
- Proven ability to apply principles of Standard English language usage, grammar, mechanics, etc. in written work
- Must have a min of 2 years in a lead technical writing position providing oversight and mentorship to staff.
- Intermediate to advanced skills in all Microsoft Office products
- Proficient in the use of Microsoft Office 2007/2010 and Microsoft Office 365 products, primarily in Word and Excel
- Proficient in SharePoint
Preferred
- IT specific certifications (Sec+CE, MCP, MCSE, CISSP, etc.)
- Shipley certification
- Salesforce experience a plus
- Ability to edit, revise, and repurpose existing technical content for case studies and/or white papers
- Ability to work with marketing team on the creation of new customer-facing marketing content
