Job Summary:


The Hive Group is currently seeking an experienced Contracts Manager with a minimum of 10 - 20 years’ experience to perform a full range of contractual responsibilities from proposal development to contract closeout on behalf of one of our clients in a full-time capacity. The Contracts Manager will perform daily contract administration business with some light proposal activities. Manage internal and external customer relationships, analysis, and the communication of contractual risks. Perform ad-hoc research to answer contract specific questions as well as contracts pricing for both estimates-to-complete in accordance with established policies and procedures.

They will provide day-to-day contracts support to management, business development and finance departments. The individual should be flexible, reliable, and have excellent time, communication, and organizational skills.  Our client is a Service-Disabled Veteran Owned Small Business with 50 employees providing professional support and highly skilled technical services to Department of Defense (DOD) clients worldwide. Our client provides CONUS & OCONUS logistics services to US Forces deployed to include locations in: Iraq, Kuwait, Japan, South Korea & Romania. All qualified candidates must be US citizens, due to the nature of the work performed

This position will allow 3 days telework and require 2 days in the office in Alexandria, Virginia with flex hours for those onsite days.

Position Responsibilities:


  • Perform cradle to grave federal contracts administration with all contract types (FFP, T&M, Labor Rate, Cost Reimbursable, IDIQ)
  • Participate in proposal activities to include solicitation review, data calls, completing business proposals to include rates, pricing, basis of estimates, representations, and certifications (reps & certs), standard forms, narratives,and submission of proposal.
  • Review and negotiate contracts, purchase orders and modifications
  • Record and disseminate information regarding awards, contract modifications, deviations, negotiations and completion or termination.
  • Prepare contract briefs, update Deltek GCS/ Costpoint accounting system,contract status, update databases, and maintain electronic contract files
  • Prepare and submit monthly and financial reports to customers
  • Submit travel authorization requests to customer for approval to travel
  • Financial planning and project control (i.e., labor bill rate development)
  • Develop and maintain baselines, and estimates to complete (ETC) on programs
  • Monitor company’s financial performance on contracts on an on-going basis to ensure conformance to original proposal and contractual terms and conditions. 
  • Analyze significant, and/or unique contract requirements, special provisions, terms, and conditions to ensure compliance
  • Draft, review, and negotiate teaming and nondisclosure agreements
  • Update SAM.GOV to include reps and certs as needed
  • Respond and participate in DCCA or customer audits as needed
  • Regularly interacts with program management, finance, business development and with customers as required
  • Actively manage and facilitate excellent relationships with our customers in support of our DOD customers to include the Army, the Air Force (AF), the Air Force Air National Guard (AF ANG)

Job Qualifications


  • 10 - 20 years’ experience with DOD Federal contracts
  • Experience preparing and submitting Government Cost proposals
  • Experience preparing price proposals to include labor bill rates, pricing, travel, basis of estimates, standard forms, and narratives
  • Familiarity with negotiating and submission of proposals to the Federal Government
  • Proficient with Microsoft Office applications with emphasis on MS Excel and spreadsheets at an intermediate to expert level of proficiency
  • Good to excellent knowledge of market research practices and cost-plus price development (including indirect rates) as they pertain to pricing for and compliance
  • Ability to draft moderate to complex, contractual correspondence and documentation
  • Experience with support and compliance during Defense Contract Auditing Agency (DCAA) and Defense Contract Management (DCMA) audits, fact-finding, and prime contract negotiation
  • Experience with researching, interpreting, and resolving OCONUS or contractual issues
  • Knowledge of relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including Federal Acquisition Regulation (FAR), the Department of Defense supplement to the FAR (DFARS)
  • Strong organizational skills, problem-solving skills and ability to handle a fluctuating workload and multiple priorities
  • Demonstrated ability to exercise independent judgment, make informed decisions, follow up, and meet deadlines
  • Must be a proven team player with excellent organization, communication, interpersonal skills, and positive can-do work attitude
  • Must be flexible in differing approaches to resolving issues
  • Able to use independent judgment and creativity applied to resolution of contract issues
  • Able to interact with all departments and levels of management
  • Highly organized with attention to detail and time management
  • Ability to work independently with minimal supervision.

Desired Skills and Key Attributes:


  • Understanding of OCONUS deployed pricing and uplifts to include Department of State Post Hardship Differential (PHD), Living Quarters Allowance (LQA), Cost of Living Allowance (COLA) and various allowances
  • Familiarity with Defense Base Act (DBA) Insurance
  • Working knowledge of Deltek GCS or Costpoint is preferred
  • Familiarity with GSA Schedules & SeaPort
  • Experience/knowledge with SAM.Gov
  • Ability to apply business finance, marketing, and legal aspects of government procurement to the contract administration function
