Data Governance & Management Lead to support a federal government client engagement in the Washington, DC metro area. The ideal candidate will have the overall responsibility of overseeing activities in data management with data providing expert leadership and guidance. Analytica has been recognized by Inc. Responsibilities include (but not limited to):
Lead the development and enhancement of a shared enterprise data environment that meets a diverse set of Analytics, Reporting, and Data Science federal requirements
Lead teams that rapidly learn the client's current digital ecosystem and produce a future data landscape vision and strategy considering the transformation agenda and business goals Provide expert leadership and guidance.
Support federal clients in strengthening data governance efforts to include development, maintenance and updating of a strategic and tactical Data Strategy and Roadmap, Data Governance Adoption and Implementation Plan, including related data priorities, performance measures and indicators.
Support the implementation and operations of the Data Governance Board. These activities may include but are not limited to gathering input from across the Department to develop with approval of the Program Office and enforce sound data governance policy and process decisions throughout OCDO; coordinating with other Agency bodies and providing logistical, planning and facilitation support; assist in developing governance material.
Support activities such as establishing, standardizing, creating efficiencies across our federal clients environments through shared data support services and document and evaluate client processes around data. The focus will be on key drivers such as: data access and availability, Metadata management, Master Data Management, data governance, coordination and planning for data management, data knowledge and skills, data collection, information collection processes, staff capacity, open data, among other areas.
Recommend a framework for collecting and reporting on metrics or KPIs to measure the adoption of data policies/processes/standards and to measure the beneficial impacts of data governance.
Responsible for leading the overall efforts to expand the agile rollout of data governance/management strategies, policies, practices, processes, and key performance indicators (metrics) across a complex, loosely federated mission space.
Build relationships with client oversight offices (policy, privacy, legal), other stakeholders, and other program offices and directorates.
Engage and communicate with leadership – connecting strategy, policy, and planning for constituent groups that may not be familiar with data governance or management approaches.
Provides technical, strategic guidance on the development of metadata tags, Document Type Definitions (DTD), and schemas using appropriate technologies for representation of data and data relationships.
Basic Qualifications:
US Citizen with the ability to secure US Federal Security Clearance
Bachelor's degree or higher in Computer Science, Information Technology, Engineering, Engineering Management, Management Information Systems, or related STEM degree program, or related equivalent additional experience.
10+ years of data management, data governance, data engineering, data modeling, data strategy
7+ years of experience successfully establishing effective data governance/management in a large, complex organization with expertise in data governance for big data space with knowledge of various MDM/entity resolution solutions
7+ years expertise in big data ecosystem for data integration, data storage, compute framework, analytics, and advanced visualization (i.e., ETL Tools, Streaming Tools, No-SQL data bases, Spark, Airflow, ELT tools like DBT, Reporting Tools, AI/ML Platforms)
7+ years of experience and knowledge of establishing an enterprise data literacy, education, and outreach plan
Expertise in Databricks, with experience in Lakehouse, Unity Catalog, and Delta-Sharing,
Experience working in government or a large commercial enterprise in an enterprise architect, cloud architect, or data architect role where you have applied industry standards such as DAMA-DMBOK, DGI, TOGAF, or DoDAF at scale
Experience and knowledge of Federal Data Strategy, Federal Open data initiatives and associated action plans
Proven Ability to effectively communicate in writing and orally with a wide range of audiences and maintain interpersonal relationships.
Ability to work within time constraints and manage workstreams against critical deadlines.
