Description:CRG is seeking a full-time Survey Researcher to support the DHS FEMA ICPD, part of a larger Resilience component within the agency that prepares individuals, communities, and organizations for potential risks and hazards. ICPD is FEMA’s primary developer of tools, programs, and training modules geared towards everyone from preschool students to volunteer First Responders. To accurately assess a broad sample of Americans’ emergency preparation levels, as well as the impact of targeted outreach messaging, the Survey Researcher will plan, research, conduct, analyze, and report on the success of communications efforts.

- Work with a team of highly skilled behavioral scientists, analysts, and survey designers to plan, implement, and analyze the National Household Survey (NHS) on Disaster Preparedness to measure the public’s attitudes, actions, and beliefs regarding levels of preparation;
- Leverage a mixed-mode data collection combination of web, phone, and mail surveys available in both English and Spanish for approximately 7,500 respondents;
- Develop Survey Protocol to include objectives, target population, study design, sampling plan, collection plan, analysis plan, survey instrument, etc.;
- Collect, clean, weigh, compile, summarize, and analyze NHS data;
- Evaluate additional ICPD program and portfolio data to determine capability gaps and recommend steps to enhance messaging delivery and efficiency;
- Collect and analyze stakeholder contributions to the Individual and Community Preparedness Learning Agenda;
- Provide targeted surveys for 500+ respondents to test the impact of outreach messaging, training, exercises, and/or disaster survivor experiences for specific populations, geographic areas, or to gauge the effect of timely information;
- Conduct all surveys in conjunction with strategic efforts for increasing citizen awareness, knowledge, and skills;
- Collaborate with team members to develop NHS Data Digest and webinars; and
- Develop budgets, create research protocols, conduct the research activities, perform the analysis, and report findings.
Qualifications:
- Minimum 10 years of survey research and analysis experience
- A Ph.D. from an accredited college or university
- S. citizenship
- Ability to obtain a Public Trust suitability prior to contract start
- Proven experience conducting surveys in underserved and underrepresented communities
- Knowledge of Adobe Connect and the complete Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint)
- Familiarity with DHS and FEMA Writing Style Guides and Government Printing Office (GPO) Style Manual
Location: Washington, D.C. (hybrid). Must be willing to travel a minimum of two weeks at any given time to any duty location within the Program Regions or Headquarters.
