SMX is seeking a Logistics Plans Subject Matter Expert (SME) to support the integration of Advanced Technologies related to Logistics plans, processes and information into a new USINDOPACOM sponsored AI/ML enabled plans and wargaming capability (STORMBREAKER). In this position you will support high priority Department of Defense (DoD) efforts to develop systems that optimize U.S. force capabilities, posture and requirements.
The Logistics Plans SME must understand the complexity and value of U.S. posture in the Indo-Pacific and evaluate how to best represent USINDOPACOM resources in an automated system that will assist planners in the development of combined, joint, deliberate and contingency plans for the AOR. The candidate for this position must understand operational information flow (GFM, DRRS, JOPES, ORION, etc.) to decision-makers; be able to assess and evaluate best use of logistics data in the Joint Planning Process (JPP); and synchronize how this information is represented and integrated into the wargaming process.The Logistics Plans SME must be well versed in the JPP and understand the information needed to successfully integrate logistics operations into operational design and COA development at the GCC level.
The candidate for this position must also be well versed in policies, military organization and capabilities of our partner countries in the AOR as well as Service Component Command staff functions and capabilities.This position will be responsible to identify key data sources/datasets that support logistics planning and execution and ensure that developers understand how to integrate, interpret, and represent this data. The Logistics Plans SME will inform STORMBREAKER system developers how best to represent logistics units and resources in order to produce realistic, insightful and meaningful information for decision-makers during the plans and wargaming process.You would be a great candidate for this position if you have strong interpersonal skills; can communicate effectively; can manage multiple tasks simultaneously; and can make decisions in the midst of ambiguity to meet deadlines. The successful candidate must be a self-starter that needs minimal supervision.
Essential Duties and Responsibilities
- Provide high-value analysis, assessments, test and evaluation of logistics information and capabilities needed in the plans, operations and the wargaming process that is replicated in STORMBREAKER
- Support development of STORMBREAKER engagements, exercises and briefings for priority USINDOPACOM stakeholders, to include logistics related programs of record, supported commands, partner countries and the inter-agency
- Engage with OSD, Joint Staff, TRANSCOM, DLA and other stakeholders to coordinate STORMBREAKER’s access to critical logistics data
- Coordinate with Service Components to understand their capabilities and integrate their requirements with USINDOPACOM’s strategic objectives
- Coordinate with high level stakeholders to include USINDOPACOM senior staff, Component Commands, OSD, other Geographic and Functional Combatant Commands, and the IC where required
- Identify operational use-cases for enhancements in logistics capabilities and provide developers with insights on integration options that can translate into system upgrades
- Assess and provide formal recommendations on emerging logistics tools and methodologies
- Report status, develop program/project-related documentation, and maintain production and quality metrics for assigned project
- Establish and maintain effective working relationships with the Government’s program managers, representatives, and authorizing officials
- Work cooperatively with the government lead in developing short- and long-range goals, objectives, policies, and operating procedures in accordance with program objectives
- Have a high attention to detail, working closely with plans, operations and technical stakeholders to drive measurable results
- Produce high-quality, well-written technical documentation
- Work effectively within a delivery-centric, multi-functional team
- Work in a fast-paced, agile environment with fluid requirements and changing priorities
Required Skills & Experience
- 10+ years of experience in DoD in a plans, operations, or logistics related field/program
- 3+ years of experience with USINDOPACOM specific OPLANs, CONPLANs or Theater Campaign Plan
- Experience interacting with and briefing senior government and industry leaders on topics related to plans and policy, specifically:
- Political, diplomatic, economic, information, and military courses of action;
- Forces, capabilities, policy, and doctrine of partner nations;
- Logistics capabilities, TPFDD, and Force Flow requirements;
- JOPES;
- Planning, management, and military operations of Service Components;
- Previous experience supporting plans and operations for USINDOPACOM
- Minimum of Bachelor’s degree
- Required clearance: Must have a Secret clearance with the ability to obtain a TS/SCI clearance
- Demonstrated success in government project and/or personnel management (DoD preferred) through prior work experience in a customer-facing role
- Knowledge of USINDOPACOM staff functions, operations, and requirements
- Knowledge of process improvement techniques and ability to direct improvement initiatives
Preferred Skills & Experience
- Master’s degree in political and/or military science
- Joint Professional Military Education (JPME)
- SAW/SAM graduate or equivalent military plans or training
