Position: Project Officer
Overview:
ITC Defense is looking for a Project Officer to support multiple Naval Air Systems Command (NAVAIR) International Program Managers and Assistant Program Managers for Logistics (APML). This senior level position serves as the primary interface on project related requirements and technical risks. Applies project principles to investigate, analyze, plan, design, develop, implement, test, and evaluate military weapons systems. Reviews and prepares project and technical analyses, reports, change proposals, and other technical documentation.
Applies project experience to perform functions such as system integration, configuration management, quality assurance testing, or acquisition and resource management. Analyzes designs, develops, implements, tests, and evaluates automated data processing software related to engineering and functional requirements of military weapons systems, associated support systems, and management information systems. Interfaces with system and program contractors, vendors, and Government representatives regarding the technical aspects of the programs/projects.
Responsibilities
Support could be in any combination of (but not limited to) the following general areas:
- Manages and is responsible for the successful completion of all tasks in assigned project.
- Recruits and trains personnel.
- Supervises at least 15 employees.
- Analyzes, coordinates, provides recommendations, and implements international program logistics requirements for integrated product support (IPS) elements during an international program’s life cycle, including business development, case development, case implementation, and case closure.
- Assesses program processes and procedures and proposes improvements to the Program Manager/APML.
- Documents both business and technical processes across the program as needed.
- Assists with tracking and maintaining program data.
- Plans, designs, and implements improvements using tools like Excel or SharePoint to improve data integrity and efficiency to support better decision making.
- Participates in special projects as required.
- Other duties as assigned.
Minimum Qualifications:
- Active Department of Defense Secret or Interim Secret Security Clearance
- Master’s Degree from an accredited college or university and greater than ten (10) years of work experience in a field related to FMS, logistics, program management, or a technical or business analysis discipline related to acquisition, life cycle management, analysis, or planning. Additional experience can be substituted for a Master’s or Bachelor’s degree.
