The primary objective is to provide services and deliverables, through the performance period, as they relate to the organization's mission.The Program Analyst will provide assistance to CA in designing, implementing, managing, and analyzing a new assessment tool, the Consular Bidder Assessment Program (CBAP)to evaluate FSOs that are bidding on these positions for the spring and summer cycles, and to provide other support to the Assignments Team in improving human resources (HR) processes and software.Program Analyst Responsibilities:
- Support CA/EX efforts to manage hiring efforts for CA’s alternative staffing programs.
- In coordination with the Team Lead, prepare draft guidance on pipeline and register priorities for Division and Office leadership.
- Liaise with Diplomatic Security (DS), Medical Bureau (MED), and BEX representatives for processing of candidates who pass the oral assessment.
- Provide guidance to candidates on specifics of their candidacy, including register ranking, deferment options, veteran points, and language bonus rules and regulations.
- Provide timely guidance to internal stakeholders on candidate files, priorities, and equities.
- Within established service standards, provide timely responses to candidates email and telephone inquiries regarding candidacies, including ranking, deferment, language points, veteran points, medical/security clearance, and suitability questions.
- Once a CA LNA has accepted an offer to join a class, provide timely responses to candidates regarding travel orders, steps to relocate temporarily to Washington, DC, for training, and other questions that may arise as candidates become new hires of the State Department.
Program Analyst Duties:
- Initiate and update records for Consular Limited Non-Career Appointment (CA LNA) candidates related to employment in the GTM/TAC Tracking Application (REETA).
- Follow-up on applications that lack required documents, assist with I-9 verifications and other required pre-employment tasks for CA LNAs.
- Prepare register and pipeline reports as needed.
- Prepare and send out official offer emails to CA LNA candidates.
- Participate in in-person entry on duty oath of office days and assist with assigned tasks.
- Escort candidates as required during Day One swearing-in events.
- Maintain required statistical data for the CA LNA and CA A/EFM pipelines and registers.
- Brief Division leadership, team lead or HR Specialist on the status of daily work assignments.
- Assist Team Lead and/or Division Chief with special projects as needed related to CA LNA and/or CA A/EFM hiring.
- Prepare and track customer service survey data.
- Assist with training of incoming (new) support staff as needed.
- Perform other ancillary duties as needed related to CA LNA and/or CA A/EFM hiring.
Qualifications:
- Bachelor’s Degree with 3+ years’ experience (5+ years of experience without a degree) in office admin or Human Resources;
- Ability to effectively work with a team but also independently;
- Experience in Microsoft office apps, including Excel, PowerPoint, Word, Teams, etc.;
- Excellent organization, research, oral communication, and writing skills;
- Experience with multitasking in a fast-paced environment and attention to detail;
- Strong admin skills preferred;
- Ability to work in a virtual/hybrid telework environment.
