We are seeking a seasoned Lead Senior Engineer with a comprehensive background in software development, especially within Federal government projects that require compliance with HIPAA and 42 CFR Part 2 regulations. This role is critical for leading the design, development, testing, and operation of secure and reliable web and mobile applications for the Department of Veterans Affairs (VA). The ideal candidate will possess extensive experience in leading integrated software development teams, with a proven track record of building solutions that address the specific needs of Veteran hospitalization and claims processing, in accordance with Title 38 of the Code of Federal Regulations.

Primary Responsibilities:
- Software Development Leadership: Lead and mentor integrated teams in the design, development, testing, and maintenance of web and mobile applications that are HIPAA and 42 CFR Part 2 compliant, specifically for the VA.
- Solution Design for VA Requirements: Build and design innovative software solutions that automatically identify Veteran hospitalization events related to Title 38 CFR provisions (4.29, 4.30, 3.552, etc.), enhancing the accuracy and efficiency of the VA's service delivery.
- Database Management: Develop advanced MSSQL queries and stored procedures within VHA’s Corporate Data Warehouse, ensuring robust data management, analysis, and reporting capabilities.
- Human-Centered Design (HCD) Implementation: Facilitate HCD sessions with VBA claims processing personnel to design effective solutions for transmitting disability benefits questionnaire data from contract medical exam providers to the Veterans Benefits Management System (VBMS).
- Team Leadership and Development: Foster a culture of innovation, excellence, and continuous learning within the team. Manage project timelines, deliverables, and resources efficiently, ensuring the highest standards of quality and security are met.
Minimum Requirements:
- Bachelor’s degree in Computer Science, Engineering, or a related field.
- 8+ years of software development experience, with a strong foundation in secure web and mobile application development.
- 3+ years of experience leading software development teams and projects for Federal government clients, with a focus on the Department of Veterans Affairs.
- 1+ years of experience leading teams in designing, developing, testing, and operating HIPAA and 42 CFR Part 2-compliant applications for the VA.
- 3+ years of experience building software solutions that address Veteran hospitalization and benefits determination according to Title 38 of the CFR.
- 1+ years of experience writing MSSQL queries and stored procedures within the VHA’s Corporate Data Warehouse.
- Demonstrated experience in facilitating Human-Centered Design (HCD) with VBA claims processing personnel.
- Exceptional leadership and communication skills, with the ability to guide, inspire, and motivate teams.
- Strong problem-solving abilities and innovative thinking to address complex challenges in healthcare and benefits application development.
- Proficiency in a range of programming languages and technologies, with a keen understanding of the latest trends and best practices in software development.
- Experience with agile development methodologies and a commitment to delivering high-quality, user-centric solutions.
Preferred Qualifications:
- A master’s degree is preferred.

$125,000 - $145,000 a yearThis range is not a guarantee of compensation or salary, as Trilogy Federal conducts an individual equity review for every candidate based on experience, location, education, industry experience, and comparisons to internal pay bands.
