This is a hybrid position with expectations for 1 day per week in office and ad hoc for relevant activities. This role is responsible for leading, planning, scheduling, and overseeing the timely development and delivery of high-quality responses to federal business opportunities, from pre-RFP to post-submission activities, in a fast-paced environment.
Additionally, this person serves as a corporate subject matter expert on the company proposal process. The ideal candidate is a thought leader, able to see the big picture without overlooking the details, fosters a positive and responsive team environment, and can quickly adjust to dynamic proposal development schedules and requirements.
Job Responsibilities:
- Manage the staff and be ultimately accountable for the successful development of compliant, competitive, cogent, and compelling proposals through effective collaboration across teams that include internal staff, corporate partners, consultants, and supporting vendors.
- Oversee the development of proposal schedules, outlines, compliance matrices, and Proposal Development Plans.
- Lead and analyze RFI, RFQ, RFPs and other bid documents for requirements.
- Prepare and lead efficient Proposal Kickoff meetings and daily status calls, ensuring activities adhere to the Proposal Development Plan.
- Support the Chief Growth Officer in the development and delivery of proposal development process and training methods and other staff to deliver continuous improvement toward our corporate proposal operations.
- Support capture team with pre-RFP activities.
- Take ownership of the quality and compliance of the proposal for color reviews and final delivery by performing rigorous quality assurance checks on draft and final documents.
- Maintain the organization of the SharePoint collaboration site for each proposal, ensuring that it is continuously up-to-date.
- Work with the proposal team and Capture Manager to determine author assignments and integrate win strategy, themes, and discriminators into proposal.
- Apply experience and best practices in proposal team management to ensure the timely delivery of proposal submissions that are fully compliant with solicitation instructions.
- Manage the internal systems and ensure consistent processes and reliable tools for the company.
- Ensure that bid preparations are proactively in place when capture activities are in process.
- Provide insight, leadership, and work guidance to authors on all proposal content.
- Oversee and participate in the proposal review process to ensure quality control of all proposals
- Conduct activities required to successfully perform color reviews and debrief to authors.
- Ensure the high-quality content and appearance of final proposal deliverables.
- Coordinate and support the production, reproduction, binding, and packaging in finalizing the proposal submission and response processes.
- Manage the development of oral presentations, discussions, and proposal revisions.
- Conduct and document proposal lessons learned and implement actions to improve process efficiency.
Requirements
- Bachelor's Degree in business or communications field, or equivalent professional experience or related field from an accredited 4 year college/university
- 7+ years of experience managing the successful development of compliant, competitive, cogent, and compelling proposals through effective collaboration across teams that include internal staff, corporate partners, consultants, and supporting vendors.
- Must demonstrate a record of accomplishment of proposal management success pursuing professional services of a similar nature to Digital Infuzion (Health IT, Software Development, Public Health and Business Consulting) for contracts to the Federal Government.
- An in-depth understanding of the Federal Procurement process and the Federal Acquisition Regulations (FAR).
- High proficiency/expertise in the MS Office Suite (Outlook, Word, Excel, PowerPoint, Project, Visio), Adobe Acrobat, and SharePoint.
- Ability to work on multiple concurrent project and to organize and prioritize multiple complex efforts under tight deadlines.
- Superior editing skills; excellent knowledge of grammar and punctuation.
- Demonstrated ability to create and shape business development content that is cogent, compelling, and highly persuasive.
- Demonstrated willingness to be hands on and work hard (do what it takes), including research, analysis, and writing.
- Possess excellent leadership, communication, prioritization, and organizational skills.
- Knowledgeable and familiar with a variety of our company’s technical fields’ (software development, data management, health informatics, scientific research/ clinical research management) concepts, practices, and procedures
- Demonstrated ability to focus on outcomes, not just specific tasks.
- Proximity to Rockville, MD office is required.

- Knowledge and experience with 508 compliance for electronic documents.
Desired skills:
- Experience leading proposal development for HHS (i.e., NIH, CDC, FDA and/or CMS) is preferable.
- APMP® certification is a plus
- Current APMP® membership and active participation in the local chapter is a plus
- Professional Training Certificates in Shipley (or other industry-recognized proposal development methods) is a plus
- Agile experience and/or CSM certification a big plus
